Light imports hit a record high in 2026: which countries supplied the most

In February 2026, Ukraine imported 1.26 million MWh of electricity, a record high for the entire period of full-scale war. Compared to January, the volume of supplies increased by 41%, and in annual terms — almost fivefold. This was reported by the consulting company ExPro, according to "Komersant Ukrainian".
Which countries does Ukraine import the most electricity from?
Hungary accounted for the largest share of imports in February, with 49% of the total volume. Supplies from this country increased by 54% compared to January.
Slovakia took second place with 18% of imports. Despite previous public statements by representatives of the authorities of these countries regarding possible restrictions, commercial supplies continue as usual.
In total, imports from EU countries in February reached over 1.2 million MWh.

Why imports rose to record levels
The growth in imports is due to several factors:
- massive attacks by the Russian Federation on energy infrastructure;
- a shortage of domestic generation;
- the need to balance the power system during peak hours;
- preparation for the spring period and stabilization of the grid.
Energy companies purchased nearly 570 MW of cross-border capacity to import electricity from the EU to Ukraine, which made it possible to secure additional supply volumes.
No exports
As of February 2026, there are no electricity exports from Ukraine. All imported electricity is used exclusively to meet the internal needs of the power system.
Thus, Ukraine is currently a net importer of electricity.
What this means for consumers
Record imports allow:
- reduce the deficit during peak load hours;
- stabilize power outage schedules;
- ensure the operation of critical infrastructure.
However, experts note that long-term stability will depend on the state of domestic generation and the security situation.
