Anti-Corruption Index: which state institutions in Ukraine are the most “transparent”

The National Agency for the Prevention of Corruption has investigated the level of corruption in institutions providing services to the public and business in Ukraine. This is reported by the Government Portal, "Komersant Ukrainian" informs.

The highest level of transparency was shown by the ASCs

In 2024, only 3.8% of visitors to Administrative Service Centers encountered corruption, which is more than half as much as in 2023, which can be considered the result of digital changes implemented by the Ministry of Digital Transformation.

Over the past year, more than 70,000 citizens left feedback on their visits to ASCs, resulting in a 94.9% satisfaction rate.

Where there is less transparency and more bribes

The construction sector remains one of the most corrupt in Ukraine. last year, 27.4% of citizens paid bribes for registering a land plot, and more than 8% of surveyed businesses paid bribes for building permits and urban planning conditions.

In addition, 14.6% of Ukrainians in 2024 faced corruption when replacing driver’s licenses, and 19% when registering or re-registering cars.

How Ukrainians assess the prevalence of corruption

91.4% of Ukrainians reported a greater or lesser prevalence of corruption, while only 18.7% of citizens had their own corruption experience. These are the results of the nationwide survey “Corruption in Ukraine 2024: Understanding, Perception, Prevalence” conducted by Info Sapiens sociological company on behalf of the National Agency for the Prevention of Corruption.

The corruption survey conducted by Info Sapiens confirms a gradual decline in corruption experience among Ukrainians. For comparison, in 2020, 27% of the population faced corruption, which is almost a third more than last year.

Despite citizens’ critical assessment of the results of the fight against corruption in Ukraine, there has been a significant decrease in corruption experience in a number of areas. For example, ten years ago, almost 70% of citizens had corruption experience in the healthcare sector, while last year, half as many respondents (28.5%) stated this. Positive dynamics is also observed in the areas of education and administrative services.

What about corruption in EU countries?

The Eurobarometer study “Citizens’ attitudes towards corruption in the EU in 2024” showed that more than 90% of the population of Portugal, Croatia, Greece, Slovenia, Malta, and Cyprus consider corruption widespread in their countries.

Even in those EU member states with low levels of corruption experience, the perception of widespread corruption is quite high. For example, in Finland, 3% of the population has faced corruption, and six times as many citizens consider it widespread. In Sweden, 3% of people have had experience with corruption, while almost half of the population considers it widespread. In Portugal, only 1% of citizens reported having experienced corruption, while the perception of corruption is 96%. Overall, in 2024, 68%, or almost seven out of ten EU citizens, considered corruption to be very widespread in their countries.

This data shows that the perception of corruption is not identical to its actual level.

How digital solutions minimize corruption in Ukraine

13 online construction services are already available on the Diia portal, and this is an opportunity to resolve many issues without directly contacting officials. The same applies to services provided to drivers at Service Centers. Diia makes it possible to do everything quickly and transparently.

Digital solutions are helping to change public services. In 2024, the number of citizens who used online services increased to 36.1%, which is 6.7% more than in 2022.

Ukrainians are most aware of electronic queues for administrative services and healthcare services, less aware of services in the construction sector and the eBaby service, which allows parents of newborns to draw up to 10 documents online or at the ASC.

Businesses show better awareness of e-services – 59.9% in 2024 (2.7% more than in 2023). Among the most popular online services for businesses are services for registering or changing activities, obtaining extracts and certificates, and the Prozorro public procurement system.
