In July 2025, India unexpectedly topped the list of the largest suppliers of diesel fuel to Ukraine.
According to the analytical issue of Naftogaz Daily Fuels & LPG, the average daily volume of Indian diesel imports amounted to about 2.7 thousand tons, which is 15.5% of the total resource base for the month – one of the highest figures of the year, "Komersant Ukrainian" reports.
How India became a leader
- The main route: supplies were carried out mainly by tankers through Romania, using the Danube waterway.
- Alternative channel: the Turkish OPET terminal in the port of Marmara Ereğlisi remains open, although it is under sanctions control.
- Year-on-year dynamics: in 7 months of 2025, the share of Indian diesel in imports to Ukraine reached 10.2%, which is more than five times higher than in 2024 (1.9%).

Trends and geopolitical context
- The growing role of India: India is actively increasing its diesel exports amid global changes in logistics and oil refining. This is due to market reorientation after sanctions against Russian oil products.
- European suppliers: although physical volumes from India are still inferior to Turkey and Greece, the growth dynamics indicate a change in the balance.
- Swedish diesel: imports from Preem’s facilities have reached their highest levels since the start of the full-scale war, indicating that supplies from Northern Europe have stabilized.
