Industrial parks as growth hubs: what will the new plant in Zakarpattia produce?

Construction has begun in Zakarpattia Oblast on a new plant for processing and manufacturing basalt products. This was announced by Viktor Mykyta, Deputy Head of the Office of the President of Ukraine, according to "Komersant Ukrainian".

According to him, the project involves the creation of a facility by the company BF Zavod, which will specialize in processing basalt raw materials and manufacturing finished products.

Where the plant is being built

The new plant is planned to be built on the territory of the BF Terminal industrial park.

The facility will have:

  • an area of over 37,000 square meters;
  • modern production equipment;
  • technologies for basalt processing and the manufacture of finished products.

According to Mykyta, the construction will be one of the largest industrial projects in the region in recent times.

Who is investing in the project

BF Zavod is owned by Ukrainian businessman Leonid Yurushev.

The company is already active in the building materials market and manufactures:

  • steel structures;
  • sandwich panels;
  • other materials for prefabricated buildings.

The new plant is expected to expand production and add processing of basalt raw materials.

Investments and Jobs

According to the Deputy Head of the Office of the President, investments in the project will exceed 30 million euros.

The facility is expected to:

  • create over 120 jobs;
  • generate up to 10 million UAH in annual revenue for the local budget;
  • produce goods for both the domestic market and export.

Authorities also emphasize that basalt products could become strategic for the construction and industrial sectors.

State support for the industrial park

Previously, the industrial park in Zakarpattia Oblast received funding for infrastructure development.

The following were built:

  • rail tracks;
  • electrical infrastructure.

The total cost of the work amounted to 316.6 million UAH, of which approximately 148 million UAH was funded from the state budget.

Development of industrial parks

The development of industrial parks has become one of the tools for attracting investment into Ukrainian industry.

Specifically:

  • The Cabinet of Ministers of Ukraine recently added a new park, Stalova Kyivshchyna, to the registry;
  • at the same time, the government removed seven industrial parks that were not actually developing.

According to government data, as of the end of 2025, in Ukraine’s industrial parks:

  • 22 enterprises have already been built;
  • another 15 are under construction.
