The Verkhovna Rada has passed Bill 12023 on amendments to the procedure for contract military service by foreigners and stateless persons in the second reading. This was announced by MP Yaroslav Zheleznyak, "Komersant Ukrainian" reports.
276 MPs voted in favour of the bill.
The law stipulates that foreigners and stateless persons in Ukraine will be allowed to sign contracts with the Armed Forces of Ukraine, the State Special Transport Service and the National Guard. This also applies to officer positions.
It is also planned to establish a recruitment centre for foreigners. There, they will undergo a vetting process that will determine
- the legality of their stay in Ukraine;
- facts of administrative and criminal prosecution under Ukrainian law;
- signs of links to foreign intelligence and subversive activities against Ukraine;
- other circumstances that may prevent a foreigner from being recruited for military service under a contract.
It is expected that the implementation of the draft law will regulate the possibility of foreigners and stateless persons to perform military service as officers in the Ukrainian army.
