Mortgage lending in Ukraine has slowed: in January, banks issued loans totaling 1.5 billion hryvnia

In January, Ukrainian banks issued 718 mortgage loans totaling 1.5 billion hryvnia, which is less than in December 2025, when 952 loans totaling nearly 2 billion hryvnia were issued.
This was reported by the National Bank of Ukraine based on the results of a monthly survey of banks regarding mortgage lending, according to "Komersant Ukrainian".
A decline following an active December
According to the regulator, at the beginning of 2026, the number of new mortgages decreased in both volume and value.
In December 2025, banks issued:
- 952 loans
- nearly 2 billion UAH
In January, the figures fell to:
- 718 loans
- 1.5 billion UAH
This decline is often attributed to seasonal factors, as the real estate market temporarily slows down following a flurry of transactions at the end of the year.
Most loans are for new construction
The bulk of mortgage funds in January was directed toward the primary housing market.
Banks issued:
- 416 loans totaling 861 million UAH for the purchase of housing in new construction
- of which 178 loans totaling 330 million UAH were secured by property rights to future real estate
Meanwhile, the secondary market received:
- 302 loans
- 590 million UAH
What rates are banks offering
Average mortgage rates remain lower in the primary market.
According to the National Bank of Ukraine:
- 8.15% per annum — weighted average rate in the primary market
- 8.97% per annum — on the secondary market
Where in Ukraine are the most mortgages taken out
The capital region remains the most active in the mortgage market.
The leaders in terms of the number of loans in January were:
- Kyiv Oblast — 222 contracts totaling 460 million UAH (32% of all loans)
- Kyiv — 148 contracts totaling 336 million UAH
- Lviv Oblast — 50 contracts totaling 115 million UAH
- Ivano-Frankivsk Oblast — 34 contracts totaling 67 million UAH
- Vinnytsia Oblast — 29 contracts totaling 60 million UAH
Who issues mortgages
The study included 38 banks that control over 95% of the country’s mortgage portfolio.
In January, 16 banks directly issued mortgage loans.
