IT professionals, get ready: The Armed Forces of Ukraine are moving to create a cyber force

The Defence Forces of Ukraine discussed the creation of Cyber Forces as a separate branch of the Armed Forces of Ukraine. The meeting was attended by representatives of the Defence Forces, MPs and experts, reports "Komersant Ukrainian" reports citing a statement from the General Staff of the Armed Forces of Ukraine.

The participants reviewed the main provisions of the draft Concept for the creation of Cyber Forces, which reportedly takes into account international experience and Ukrainian practice of using cyber forces to repel Russian aggression. The creation of the Cyber Forces will strengthen the capabilities of the Ukrainian army in cyberspace, which is recognised as a separate operational domain along with land, sea, air and space, according to the General Staff.

Oleksandr Fediyenko, chairman of the parliamentary subcommittee on cybersecurity, who attended the meeting, believes that the creation of the Cyber Force should be done through legislative changes.

“We are many years overdue with this issue, but at least we are grateful that the General Staff of the Armed Forces of Ukraine has paid attention to this issue. I started raising this issue at the beginning of the 20th century, but then I was told that it was inexpedient, then in 22 I was told that there was no political will, in 23 a draft law was already prepared, in 24 it was finalised and ready for registration,”

– the MP wrote on Facebook.

According to him, the draft law was worked on by a working group based on the Committee on National Security, Defence and Intelligence, which included representatives of the General Staff of the Armed Forces, the Ministry of Defence, the Ministry of Digital Transformation, the State Special Communications Service, the Security Service, the National Security and Defence Council and other agencies.

The document defines the legal status and principles of the Armed Forces Cyber Forces, which are responsible for planning and conducting military cyber defence measures, protecting Ukraine’s sovereignty and inviolability in cyberspace.

In preparing the document, the experience of about 25 countries that have already created similar units was studied, Fediyenko said. The MP noted that following the meeting, the draft law could be registered in the parliament.
