The Cabinet of Ministers decided to book only half of the rescuers

The Cabinet of Ministers has adopted a resolution that provides for the reservation of employees of the State Emergency Service in the amount of no more than 50%. This was announced by MP Oleksiy Honcharenko with reference to the resolution, "Komersant Ukrainian" reports

“This is a shame! The government has adopted a resolution that provides for the reservation of, among other things, employees of the State Emergency Service in amounts not exceeding 50 per cent. I don’t understand how they could come up with this! Today, SES rescuers risk their lives every day. They save people from the consequences of Russian terrorists’ shelling. Have you thought about how their mobilisation could affect the security situation throughout Ukraine????”

In addition to rescuers, the government has restricted reservations for employees of the National Police, prosecutors, the Bureau of Economic Security, the State Criminal Executive Service, the Judicial Protection Service, courts, judicial institutions and pre-trial investigation bodies. They can also be reserved up to 50%.

Earlier, a petition to the Cabinet of Ministers calling for mobilisation reservations for all SES personnel received more than 25,000 signatures. The same petition regarding the National Police did not collect the required votes.

It should be noted that the law on mobilisation, signed by President Volodymyr Zelenskyy, defines the right to reservation, in particular, for civil servants of categories A, B and C, as well as no more than 50% of those liable for military service in local self-government bodies.

In addition, the following will be able to receive a deferral:

  • employees of the National Police, NABU, SBI, Prosecutor’s Office, BES, SES, State Criminal Executive Service of Ukraine, Court Security Service and some other law enforcement agencies;
  • employees of enterprises, institutions and organisations performing mobilisation tasks;
  • employees of enterprises critical to the needs of the army and the economy or population.

As reported, the Verkhovna Rada has developed a variant of an economical reservation from mobilisation. It is proposed to allow employers to independently identify employees who are strategically important for maintaining business operations and pay UAH 20,000 per month in military duty for each of them.

Ihor Marchuk, chairman of the Subcommittee on State-Business Interaction and Investment, said that along with economic reservation, economic mobilisation could serve as a partial alternative.

It should be noted that the updated law on mobilisation came into force on 18 May. All men aged 18-60 must update their registration details within 60 days – until 16 July inclusive.

The Ministry of Defence launched the mobile application “Reserve” for persons liable for military service, conscripts and reservists on 18 May, after the updated law on mobilisation came into force.
