The Cabinet of Ministers returned the old name to the Ministry of Culture: details

On October 29, 2025, the Cabinet of Ministers decided to rename the Ministry of Culture and Strategic Communications of Ukraine to the Ministry of Culture of Ukraine.
The relevant resolution has already entered into force, the government said in a statement, "Komersant Ukrainian" reports.
The Ministry has been instructed to prepare proposals for amendments to the legislative acts arising from this decision within two weeks.
What the government says
The separation of strategic communications from the Ministry of Culture was agreed upon on October 21, when the Verkhovna Rada voted to appoint Tetyana Berezhna as Deputy Prime Minister for Humanitarian Policy and Minister of Culture of Ukraine.
During her presentation to the parliament, Berezhna emphasized that strategic communications should be coordinated from a single center at the Cabinet of Ministers, rather than being dispersed among different agencies.
“Stratcom should work as a governmental coordination center, not as one of the directions within the ministry,” she said.
What the decision means
According to Berezhna’s explanation, along with the strategic communications policy, a number of institutions that implement this policy will be transferred to the Cabinet of Ministers, including
- State Committee on Television and Radio Broadcasting;
- Ukrinform;
- Ministry of Information (MIP);
- Center for Strategic Communications.
At the same time, the Ministry of Culture remains subordinate to the Ministry of Culture:
- media policy
- safety of journalists;
- european integration processes in the field of culture and media.
Reforms of the Ministry of Culture
Over the past decade, the Ministry of Culture has changed its name at least seven times.
In particular:
- in 2020, it became the Ministry of Culture and Information Policy;
- in 2024, it became the Ministry of Culture and Strategic Communications;
- now it is returning to its original name, the Ministry of Culture of Ukraine.
Such constant reorganizations reflect the government’s attempts to strike a balance between cultural and information policy, especially against the backdrop of the war, when strategic communications issues became part of national security.
After the final division of powers, the government is to create a separate center for strategic communications under the Cabinet of Ministers.
It is expected to coordinate the state’s information policy, crisis communications, and the fight against disinformation.
Berezhna emphasized that in 2026, her ministry will focus on developing cultural infrastructure, supporting creative industries, and reforming cultural institutions, including the State Film Agency and the Ukrainian Cultural Foundation.
