The Cabinet of Ministers has eliminated the need for people with disabilities to undergo medical examinations

On Friday, February 14, the Cabinet of Ministers of Ukraine adopted a resolution amending the procedure for military registration of persons with disabilities. According to the new provisions, persons with disabilities will no longer be sent to the military medical commission (MMC) for a medical examination. This is reported by "Komersant Ukrainian" with reference to the Judicial and Legal Newspaper.

This decision is aimed at simplifying procedures and reducing the bureaucratic burden on citizens with disabilities.


From now on, information about a person’s disability will be entered into the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists “Oberig” through information exchange. This will take place at the request of a person through the electronic cabinet of a conscript, person liable for military service or reservist in the “Reserve” system. After that, the relevant information will be reflected in the military registration document in electronic form.

In addition, the Government has changed the procedure for submitting documents confirming a child’s disability. From now on, instead of the original documents, a copy of a medical report on a child with a disability under the age of 18 certified by a social protection agency, healthcare facility, Pension Fund of Ukraine or a notary public may be submitted. It is also allowed to submit copies of other documents certifying disability, certified by the signature of the person submitting them, provided that the originals are presented.

These amendments are aimed at simplifying procedures for persons with disabilities and their families, as well as at improving the efficiency of registration of such persons in military structures. They are also intended to reduce the burden on the military qualification commission and other government agencies involved in the registration and medical examination of citizens.


It is worth noting that previously, persons with disabilities were required to undergo a military qualification commission to confirm their status and determine their fitness for military service. This created additional difficulties and time for such citizens. The new changes will make this process more convenient and transparent.


The government hopes that the introduction of these innovations will improve the interaction between government agencies and citizens with disabilities, as well as increase the level of trust in government institutions. The simplification of procedures and reduction of bureaucratic burden are expected to have a positive impact on the quality of life of persons with disabilities and their families.

They are also in line with the general trend towards the digitalization of public services and the introduction of electronic document management, which increases the efficiency of government agencies and reduces corruption risks. The use of electronic services, such as Reserve, provides quick and convenient access to the necessary services and information for citizens.
