The Cabinet of Ministers has expanded the list of enterprises of strategic importance to the economy: the list

The government has expanded the list of state-owned entities deemed strategically important for the country’s economy and security. According to Resolution No. 330 of March 12, 2026, four state-owned enterprises have been added to this list.
This was reported by [Komersant], citing the resolution published on the “Government Portal.”
Who has been granted “critical” status?
Enterprises engaged in the following activities are now officially considered strategically important:
- topographic and geodetic activities;
- cartographic activities.
List of enterprises
The new section of the document includes four entities managed by the State Geocadastre:
- State Scientific and Production Enterprise “Cartography”;
- SE “Research Institute of Geodesy and Cartography”;
- State Enterprise “Ukrainian State Aerogeodetic Enterprise”;
- State Enterprise “Center for the State Land Cadastre.”
This decision supplements Government Resolution No. 83 of March 4, 2015, which defines state-critical property entities. The changes are aimed at strengthening control and protection of institutions that provide the country with geodetic data and cartographic materials.
Note that employees of strategic enterprises have priority in being exempted from mobilization, as their work is critical to the functioning of the economy and the country’s security.
Why is this important?
Enterprises involved in cartography possess vast datasets on Ukraine’s territory, borders, and land resources. In wartime, this information is of strategic importance for defense, and in peacetime—for infrastructure restoration and transparent land management.
