Cabinet of Ministers approves winterization plan: energy hubs, air defense for facilities and anti-crisis headquarters

The Cabinet of Ministers has approved an action plan to ensure Ukraine’s stable passage through the autumn-winter period of 2025/26, "Komersant Ukrainian" reports. The document was prepared by the Ministry of Energy in response to the threat of new massive Russian attacks on energy infrastructure.

The main points of the plan are as follows

  • Protection of facilities: coordination of actions of all bodies to ensure engineering protection and air defense cover.
  • Backupequipment hub: a centralized stockpile for quick restoration of power supply.
  • Regional anti-crisis headquarters: rapid assessment of the consequences of shelling and coordination of repair work.
  • Reserves for the frontline regions: provision of generators, fuel and satellite communications.
  • Communication resilience: maintaining the operation of mobile and satellite systems even in the event of prolonged outages.

What the government says

Energy Minister Svitlana Hrynchuk emphasized that Russia has not abandoned its intentions to destroy the Ukrainian energy system:

“The enemy has not changed its intentions to completely destroy our energy system and plunge Ukrainian cities into darkness. We must be prepared for any scenario.”

According to her, the approved roadmap should increase the resilience of power facilities, reduce the time to restore electricity and heat, and optimize the use of reserves.

Why it is important

Ukraine is entering another heating season after a series of massive Russian strikes on the energy system. Last winter, the country experienced large-scale power outages, and authorities warn that the next season could be even more difficult.

In the winter of 2022-2023, Russia began systematically attacking Ukraine’s energy facilities for the first time, which led to the largest energy crisis in the country’s history.

In 2024-2025, the strikes again damaged dozens of substations and thermal power plants, particularly in Kharkiv and Chernihiv regions.

As of October 2025, parts of Chernihiv and Sumy regions remain without power, with hourly blackout schedules in place.

What does the government plan to do?

The government’s plan envisages preparedness for scenarios with prolonged outages. The authorities are urging Ukrainians to take care of backup power and communication sources now, while the state is accumulating key resources in “energy hubs”.
