The Cabinet of Ministers closed the “Shlyakh” road for drivers of humanitarian transportation: what to do now

The government has suspended the Shlyakh system for drivers transporting humanitarian goods. This was reported by the Ministry of Communities and Territories Development (Ministry of Development) on its Telegram channel, "Komersant Ukrainian" reports
According to the amendments to Resolution No. 57 approved at a government meeting on Thursday, drivers traveling for humanitarian and medical supplies can cross the border on a general basis, rather than by registering in the Shlyakh system.
What will change for drivers?
According to the new rules, drivers transporting humanitarian aid can leave the country only on a general basis. This means that:
- Regional military administrations and the Ministry of Community Development will no longer enter drivers into the Shlyakh system.
- To cross the border, carriers must meet other criteria stipulated by Resolution No. 57.
- The government has instructed the Ministry of Social Policy and the Ministry of Defense to develop a new mechanism for the departure of men liable for military service to transport humanitarian goods.
How should drivers cross the border now?
Carriers of humanitarian goods must wait for the development of a new mechanism, which will be determined by the Ministry of Social Policy together with the Ministry of Defense. For now, they can only travel according to the standard rules for men liable for military service, as provided for in Resolution No. 57.
Drivers and organizations involved in humanitarian transportation should keep an eye out for official announcements from the Government regarding the new travel conditions.
The Government has instructed the Ministry of Social Policy, which shapes policy in the field of humanitarian aid, together with the Ministry of Defense to develop a mechanism for the departure of men liable for military service for humanitarian aid.
Since 2022, the Shlyakh system has been operating to register commercial vehicle drivers of licensed carriers and drivers traveling for humanitarian cargo.
The system was launched by the Ministry of Community and Territorial Development to ensure sustainable logistics, transportation of goods and humanitarian aid.
As a reminder, the Ukrainian government has changed the rules for crossing the state border for certain categories of citizens.
From now on, during the martial law regime, male Ukrainian citizens aged 18 to 60 transporting medical supplies and humanitarian aid will be allowed to cross the border on a general basis.
This means that they will no longer have special permits that were previously issued by the relevant government agencies.
Starting March 3, the Ministry of Culture and Strategic Communications suspends the issuance of letters of assistance for conscripted cultural workers and media representatives to travel abroad. The reason was a large number of cases of failure to return to Ukraine on time.
