The Cabinet of Ministers approved the composition of the board of Ukrzaliznytsia: who joined the management

The Cabinet of Ministers of Ukraine has approved the composition of the Board of Directors of Ukrainian Railways. The decision was made at a government meeting. This was announced by the government’s representative in the Verkhovna Rada of Ukraine Taras Melnychuk on his Telegram channel, "Komersant Ukrainian" reports
Who joined the board
According to the published information, the board of Ukrzaliznytsia JSC has been composed of:
- Oleksandr Pertsovsky – Chairman of the Board;
- Lidia Hrytsenko – member of the Board;
- Mykola Ivaniniv – member of the Management Board;
- Oleksandr Nosulko – member of the Management Board;
- Roman Chernitsky – member of the Board;
- Yevhen Shramko – member of the Board.
Who has taken over at Ukrzaliznytsia
Oleksandr Pertsovskyi, who has been working at Ukrzaliznytsia since 2020 and has held senior positions in the company, has been appointed Chairman of the Board.
His appointment came amid a renewed corporate governance system at the state-owned company.
Context
At the end of 2018, Ukrzaliznytsia was profitable, with a result of about UAH 200 million, while in 2024 the company recorded more than UAH 16 billion in losses.
Experts predict that in 2025 the situation will only worsen: the company is expected to receive about UAH 7 billion in revenue from passenger transportation at a cost of more than UAH 30 billion.
“Yes, there are objective reasons related to the war (for such a catastrophic deterioration in the company’s financial performance), but it is mostly the result of unprofessional actions of the management and Supervisory Board (of UZ),” members of the relevant transport committee believe.
Accordingly, the parliamentary committee decided to summon the management of Ukrzaliznytsia, members of the Supervisory Board and government officials to report on the crisis in the company.

Supervisory Board of UZ
on October 4, the Cabinet of Ministers of Ukraine approved a new composition of the Supervisory Board of Ukrzaliznytsia. At the same time, most of its members remained unchanged from the previous term. Currently, the SB consists of:
- Elżbieta Ewa Bieńkowska (Poland), former Minister of Infrastructure of Poland and European Commissioner;
- Gepard Hafer (Germany), a logistics expert who worked at Deutsche Bahn and was elected SB Chairman for the second time in a row;
- Maksym Mokliak, former acting head of the State Fiscal Service (2015);
- Anatoliy Amelin – entrepreneur, co-founder of the Ukrainian Institute for the Future;
- David Lomdzharia (Georgia) – Chairman of the Supervisory Board of Ukroboronprom;
- Serhiy Leshchenko – former MP, journalist, Deputy Chairman of the Verkhovna Rada;
- Oleksandr Kamyshin, former Chairman of the Board of Ukrzaliznytsia, former Minister of Strategic Industries, who has been a member of the UZ management team for over four years.
Last September, industrialists called on the government to conduct an international audit of the efficiency of Ukrzaliznytsia’s management. Prime Minister Denys Shmyhal did not make such a decision then.
It remains to be seen whether the new Prime Minister Yulia Svyrydenko will demand an audit given the company’s crisis.
