Personnel changes “under the Christmas tree”: who now manages the securities market

On New Year’s Eve, President of Ukraine Volodymyr Zelenskyy made a personnel decision regarding the financial regulator. The head of state signed Decree No. 1018/2025, dismissing Ruslan Magomedov from the post of chairman of the National Securities and Stock Market Commission. The relevant information was published on the official website of the President of Ukraine, "Komersant Ukrainian" reports
The decree states:
“To dismiss Magomedov Ruslan Sadrudinovich from the post of Chairman of the National Securities and Stock Market Commission.”
The reasons for this decision are not specified in the document.
Who headed the NSSMC
Ruslan Magomedov has been the Chairman of the National Securities and Stock Market Commission since February 23, 2021. During this time, the NSSMC was responsible for state regulation of the securities market, stock exchanges and other segments of the financial market.
A new head has been appointed
Shortly after the dismissal decree, another document appeared on the website of the President’s Office – a new appointment. Oleksiy Semeniuk became the new head of the NSSMC.
Currently, there is no detailed information in open sources about the professional background of the new head of the commission. Public registers list several companies registered in the name of Oleksiy Semeniuk, but there is no confirmation that this is the newly appointed head of the NSSMC, and not his full namesake.
Thus, at the end of the year, the President rotated the leadership of one of the country’s key financial regulators, leaving no comment on the motives for the personnel changes.
