Personnel shortage raises the stakes: where and to whom in Ukraine are the highest paid

Salaries of Ukrainians working in the field of Advertising/Design/PR have increased by more than 120% as of June 2025. This is reported by "Komersant Ukrainian" with reference to data from the OLX Work platform.
In the first six months of 2025, promoters in Kyiv began to receive the most money. The hourly rate for such positions reached UAH 501, which is 123% more than in January.
In addition, some employers also offer monthly payment, which allows workers to count on a stable income (especially on large advertising campaigns in the capital’s districts).
Among the traditional areas , “Retail / sales / purchasing” stands out. The demand for staff in stores and supermarkets is not decreasing, so employers are forced to compete for candidates with salaries. For example, in Lviv, cashiers started earning 34% more – an average of UAH 25.5 thousand. In Kyiv, cashiers’ salaries reached UAH 25.1 thousand (23%), and salespeople’s salaries reached UAH 25.3 thousand (20%). In Zhytomyr, sellers are offered an average of UAH 18.5 thousand, which is 17% more than at the beginning of the year. In Odesa, cashiers are already receiving UAH 21.5 thousand (13%), and in Vinnytsia, salespeople are paid UAH 16.4 thousand (12%).
Builders are also actively catching up: in the field of “Construction / facing works” the labor of handymen has risen the most. In Cherkasy – by 54% to UAH 21.5 thousand, in Kropyvnytskyi – by 47%(UAH 22 thousand), in Lutsk – by 37%(UAH 24 thousand), in Poltava – by 32%(UAH 20.5 thousand). Experts attribute this to the growing demand for housing reconstruction in the frontline regions and the intensification of commercial construction in the central regions.
Salaries of loaders in the Logistics / Warehouse / Delivery sector also increased significantly. In Kyiv, the salary increased by 27% to UAH 26 thousand, in Vinnytsia – by 26%(UAH 18.9 thousand), in Odesa – by 22%(UAH 22.5 thousand). These figures are related to high turnover and staff shortages due to seasonal migration.
An interesting trend was the growth of salaries in the category “Starting a career/students” . Traditionally lower than market rates, these rates became more attractive in 2025. In Dnipro, students are already being offered UAH 18.8 thousand (34%), in Odesa – UAH 20 thousand (29%), and in Kyiv – UAH 25.3 thousand (19%). The probable reason for this growth is not only the seasonal need for workers, but also the growing competition for young people against the background of labor emigration.
Experts note that the largest increase in wages was recorded in areas with a critical shortage of personnel, such as retail, logistics, and construction. At the same time, the share of employers willing to invest in entry-level positions and invest even in candidates with no experience is increasing. This indicates a change in the business’s HR strategy: the emphasis is on quick training, staff flexibility, and stable pay that keeps employees in the country.
