Categories of citizens who will not be eligible for deferral in July 2024

In May 2024, the law on mobilisation came into force, but from 1 July it will be amended to reduce the list of people who can receive a deferral. "Komersant Ukrainian" has been looking into which categories of people this applies to.
Men of certain categories will not be able to get a deferment:
– students and postgraduates of part-time or evening form who are pursuing their second or third higher education;
– men working at enterprises, institutions and organisations of the Ministry of Defence;
– men who have the status of “restricted fitness”;
– men who were declared healthy during the second VLC;
– half-brothers of servicemen killed in war (only relatives have this right).
In turn, persons liable for military service are entitled to a deferment under the following conditions:
– if persons with disabilities of all groups have a confirmation from the Military Qualification Commission (with an obligation to undergo a medical examination again in 6-12 months);
– persons who have been in captivity (but can serve in the Defence Forces of their own free will);
– parents with three or more children under the age of 18 (if they do not have child support arrears);
– parents and guardians of a child with a disability;
– Parents adopting orphans or children deprived of parental care under the age of 18;
– parents who take care of an adult child with a disability of group I or II;
– parents of a minor child, if one of the parents is already performing military service;
– if the child has only one guardian (single parents);
– for scientists and teachers, lecturers working at least 0.75 time;
– guardians declared incapacitated (a court decision is required);
– persons who support parents with disabilities of group I or II and do not have an able-bodied spouse;
– grandchildren of grandparents with disability groups I or II, if all close relatives are absent, in need of care or mobilised (however, only one grandchild will receive a deferral);
– persons liable for military service whose close relatives went missing, died during military service or were posthumously awarded the title of Hero of Ukraine;
The list of citizens liable for military service who are not subject to conscription as of 18 May 2024 is set out in Article 23 of the Law on Mobilisation Preparation and Mobilisation.
