The farm “DG “Dnipro”, found guilty of embezzlement of more than 500 hectares of state land, started bankruptcy

The experimental farm “Dnipro”, which appears in the criminal proceedings of the SBI, as it turned out, is undergoing bankruptcy proceedings. This is evidenced by the data of the open register of legal entities, "Komersant Ukrainian" reports.
Experimental farm “Dnipro” is a state enterprise of the Institute of irrigated agriculture of the National Academy of Agrarian Sciences of Ukraine. A week ago, the State Bureau of Investigation reported that it was involved in a case of large-scale embezzlement of state land by officials of the State Geocadastre.

According to the State Bureau of Investigation, former officials of the State Geocadastre illegally appropriated more than 500 hectares of land belonging to the state enterprise “DG “Dnipro” of the Institute of Irrigated Agriculture of the NAAS of Ukraine. As noted in the GBI, this was happening contrary to the current documents for the right of permanent use of land.
The materials of the investigation say that part of the plots of 239.34 hectares, the cost of which is estimated at about 24 million hryvnias, was registered free of charge in private ownership through front men. Subsequently, according to the GBI, most of these lands were resold to one final owner and persons related to him. As a result, they were able to concentrate in their hands 106 land plots totaling 206 hectares.
According to the investigative authorities, four persons have been reported suspected of criminal offenses:
- ex-head of the State Geocadastre of Ukraine (charged with official negligence under part 2 of Article 367 of the Criminal Code);
- the former head of the main department of the State Geocadastre in Dnipropetrovsk region, who now holds the position of a city councilor (charged with seizure of state property under part 5 of Article 191 of the Criminal Code);
- ex-head of the district subdivision of the State Geocadastre in Dnipropetrovsk region (possession of state property under part 5 of Article 191 of the Criminal Code of Ukraine);
- former director of the State Enterprise “DG “Dnipro” ISK NAAS (seizure of state property under part 5 of article 191 of the Criminal Code of Ukraine).
As reported in the GBR, these articles provide for a maximum penalty of up to 12 years of imprisonment with confiscation of property. The issue of applying a preventive measure to the suspects is now being decided.
Instant bankruptcy
The GBR did not say when exactly the criminal scheme was realized, but the Glavkom publication writes that it took place just before the launch of bankruptcy proceedings, which began in September 2022. In this case, it is likely that these events are related.
At the same time DG “Dnipro” continued to receive income. In 2023, it amounted to UAH 87.4 million, in 2024 – UAH 85.1 million.

History of the Dnipro Experimental Farm
Experimental farm “Dnipro” was born in 1957 from a small land plot of 231 hectares near Dnipropetrovsk (now the city of Dnipro), which was allocated to the All-Union Research Institute of maize for demonstration crops. However, ambitious scientific plans quickly outgrew the initial scale – in connection with the expansion of research on maize and other field crops, as well as the growing need to produce elite seeds, the farm was given the land of three farms from two districts at once. Thus, a modest experimental site turned into a powerful scientific complex with an area of 3900 hectares.
Later, a real scientific town grew on this territory. Four laboratory buildings with fifteen departments and laboratories, two greenhouses for experiments – it was a serious scientific base. Here they created a full-fledged infrastructure for life: 28 high-rise buildings, eight cottages, two kindergartens, a school and a library. In fact, an autonomous scientific microdistrict emerged around the corn fields, where researchers could not only work, but also live comfortably with their entire families.
