Who will receive 20,000 hryvnia and why: a new program to support emergency services

Ukraine has launched a program of monthly payments of 20,000 hryvnia to emergency and restoration crews who are dealing with the aftermath of Russian attacks on critical infrastructure. Applications are submitted through the Diya portal. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".
This applies to energy, heating, gas, water, utility, and railway workers — a total of more than 40,000 people across the country. They are the first to arrive at the sites after shelling, often working under conditions of repeated attacks.
Who will receive the bonus and for what
The bonus is 20,000 hryvnia for each month of participation in restoration work between January and March 2026. The first payments are expected to arrive by the end of February.
The funds are calculated independently of the basic salary and are intended to compensate for the increased risks and workload faced by emergency crews during the war.
How the mechanism works through “Diyu”
The government emphasizes that the procedure has been simplified as much as possible:
- employees do not submit applications themselves — lists are compiled and submitted by employers;
- applications are submitted between the 6th and 15th of the month following the month of work;
- after February 16, employees will receive a notification in “Dii” about the accrual;
- there is no need to open new accounts — the money will be transferred to the existing account.
In this way, the state is trying to avoid bureaucracy and speed up payments.
Why is this important right now?
After two years of systematic attacks on energy and utility infrastructure, the burden on emergency services remains critically high. Repair work is often carried out in dangerous conditions — without safety guarantees and with the risk of repeated attacks.
The introduction of additional payments is not only financial support, but also a signal of state recognition of the role of those who ensure the basic functioning of the country during the war.
So far, the additional payments are only planned for three months. Whether the program will be extended will depend on the security situation, the budget, and the effectiveness of the payment mechanism.
