Who gets more than 15 thousand and who gets less than 3: how payments are distributed among 10 million Ukrainians

The majority of pensioners – 56.2% – receive payments that do not exceed UAH 5,000. This is reported by "Komersant Ukrainian" with reference to the infographic of the Pension Fund of Ukraine (PFU).
The institution has published a detailed structure of the distribution of pension payments by the amount of monthly appointments. The data shows that the vast majority of Ukrainian pensioners receive payments below the national average. Despite a gradual increase in the average pension, the structure remains polarized.
The big picture: 10.2 million pensioners and UAH 6,410 average payment
As of July 1, 2025, 10,259,722 pensioners in Ukraine are receiving payments. The average pension payment in the country amounted to UAH 6,410.17, which is several hundred hryvnias more than at the beginning of the year. This indicates a general upward trend in pension benefits, driven by both indexations and changes in the composition of pension categories.
However, the average figure does not reflect the actual distribution structure. According to the data, more than half of pensioners receive payments below the average.
The largest group is pensioners with payments from UAH 3001 to 4000
Pensioners with pensions in the range of UAH 3,001 to 4,000 remain the largest group. There are 3,277,946 of them, which is 32% of the total number. The average payment in this category is UAH 3,342.60.
That is, one third of pensioners live on incomes significantly below the actual subsistence level. This level of pensions does not allow them to meet their basic needs and significantly limits the economic activity of this category of citizens.

Almost every third pensioner receives between UAH 5001 and UAH 10,000
The next largest category of pensioners is those receiving payments from UAH 5,001 to UAH 10,000. These are 2,980,310 Ukrainians or 29% of the total. The average pension in this group is UAH 6,858.67, which is slightly higher than the national average.
This category is formed, in particular, by former public sector employees, military personnel, and pensioners who received high official salaries. It also reflects the results of the modernization of pensions based on length of service and earnings.
1.5 million Ukrainians receive pensions of more than UAH 10,000
There are 1,519,447 people in the category of pensions above UAH 10,000, which is 14.8% of the total number of pensioners. This is the highest level of pensions possible in Ukraine. The average amount in this group is UAH 15,809.24.
Thus, some citizens receive payments that are significantly higher than the average, while others remain on the verge of poverty.

Another 2.1 million people receive between UAH 4,001 and 5,000
About 2,101,408 Ukrainians (or 20.5%) have a pension in the amount of UAH 4,001 to 5,000. The average level of payment in this group is UAH 4,509.81.
This is a category of pensioners that falls in an intermediate niche. The state pays these people a pension above the social minimum, but well below the average level of payment. Their level of well-being depends not so much on state support as on the possibility of having additional sources of income (help from family, subsidies, part-time work).
The most vulnerable group is pensioners with payments of up to UAH 3,000
Only 3.7% of pensioners – 380,611 people – receive a pension of up to UAH 3,000. The average amount of this payment is UAH 2,287.07, which is critically low, especially in the context of inflation and rising prices for basic services and medicines.
This category is considered the most vulnerable. It includes people without sufficient insurance experience, with interrupted work histories, or women who were caring for children or relatives and did not have formal employment. The government and social services must pay special attention to this category.
Pension Fund data show that most pensioners live on benefits that do not provide a decent standard of living. Among the 10.2 million pensioners, about 55% receive less than UAH 5,000 per month. This poses a challenge not only for social policy but also for the economy as a whole. The low purchasing power of this category of the population limits domestic demand, increases dependence on subsidies, and hinders social mobility.
In the future, reform of the pension system should be accompanied by real modernization of benefits, introduction of a multi-pillar model, and development of private pensions. Otherwise, the gap between different categories of pensioners will only widen.
