Who will be the first to receive UAH 2 million for housing: conditions, stages of application and who has priority

Starting December 1, applications from internally displaced persons (IDPs) under the program for IDPs from the temporarily occupied territories (TOT) will be submitted in a test mode. However, not all IDPs will be able to apply for a voucher worth UAH 2 million per person to purchase housing.
Komersant found out who can be the first to receive the payments and how the process will work.
The Ministry of Infrastructure has announced the start of issuing housing vouchers in a test mode. At first, the program will be available to IDPs from the TOT who have a separate status of combatant or person with a disability as a result of war. These are combatants and persons with war-related disabilities who have been defending Ukraine’s independence, sovereignty and territorial integrity since 2014.
Initially, applications can be submitted only through the Diia mobile application, and later – at ASCs or a notary. The applications will be processed by special commissions located at the applicant’s place of actual residence indicated in the IDP certificate. They will verify the information. The main condition for participation in the program is that the applicant and his/her family (spouse and minor children) do not have other housing in the government-controlled territory of Ukraine, as well as the absence of previously received state housing assistance.
“Assistance under the new eRestoration component is aimed at purchasing new housing for people whose homes remained in the TOT. This program does not require verification of the condition of housing and confirmation of ownership, but the data on the availability of housing in the TOT must be indicated in the application. Instead, they will check for IDP status with a previous place of registration in the TOT, a separate status of a combatant or a person with a disability as a result of war,” the press service of the Ministry of Infrastructure reports.
Unfortunately, civilian IDPs from the TOT, even if they have become persons with disabilities as a result of the war, will not be able to receive UAH 2 million in accordance with Resolution No. 1176 of September 22, 2025. That is, this program is valid exclusively for military personnel – former and current IDPs from the TOT, lawyers emphasize.
At the same time, UAH 2 million can be used to buy an apartment or house, invest in construction, make a down payment on a mortgage, or repay it.
As noted by MP Serhiy Velmohnyi, the Ministry of Development has finally heard millions of IDPs and decided to issue a voucher for the purchase of housing. According to the MP, financial support is currently coming from abroad. The state budget does not provide funds for such expenses. However, since the budget is limited, the first to receive certificates will be heroes – combatants and those who have been injured in the war.
“Then – large families, families with people with disabilities. And then all the other people who lost their homes. But this is not what we are talking about now. A year ago, we could only dream of launching the procedure. Now it is a reality,” the MP emphasized.
How to get 2 million for a veteran
Submitting an application (the initial stage is only through Diia)
At the first stage, the application can be submitted only through the Diia mobile application:
Open the Diia app and go to the eRestoration section.
Select the program component related to the purchase of housing for IDPs from TOT and fill out the application form:
- personal data
- iDP status,
- status of an IDP or disability,
- information about the housing remaining in the TOT – proof of ownership. If there are no documents, this is done through the court. There is no court fee for this category of cases. You can also use the services of free legal aid. Thus, this process is fully covered by the state for the applicant;
- confirmation of the absence of other housing in the government-controlled territory of Ukraine.
Verification of the application by the commission
Your application will be reviewed by the commission at the place of your actual residence indicated in the IDP certificate.
The commission will only check
- your IDP status with registration in TOT;
- the status of a combatant or war-related disability;
- absence of other housing and state housing assistance. The condition of the housing will not be checked.
After the technical testing is completed, it is planned to expand the ways of submitting the application – at the ASCs and through a notary. So far, these methods are not active. However, if you cannot submit an application through Diia on your own, for example, if your old passport is not renewed or you do not have a passport, you can contact the ASC, where your data will be entered into Diia. The service itself will be launched at the ASC only in March next year.
After approval
If approved, you will receive a voucher for UAH 2 million to buy a new home. Further details on how to use the voucher will be available in Diia and in official instructions from the Ministry of Development.
