Who will join the new Cabinet: updated version of personnel changes

The Cabinet of Ministers of Ukraine is preparing a large-scale personnel rotation. MP Yaroslav Zheleznyak has announced that Ukraine is facing a “second-in-command government” with former deputies of current ministers taking key roles, "Komersant Ukrainian" reports.

“Government of the second numbers” or “Big bed-movement and a little bit of unification” is an updated version,” he wrote.

Earlier, Zheleznyak noted that most of the new appointments are “rearranging the beds in a familiar room,” and the new government is more like a “second-room government,” where former deputies receive ministerial portfolios.

Who is moving where and what changes are taking place

In particular, the current Prime Minister Denys Shmyhal is resigning from his postand will head the Ministry of Defense. Yulia Svyrydenko will become the new Prime Minister.

Mykhailo Fedorov will be the First Vice Prime Minister and at the same time the Vice Prime Minister for Digitalization. Oleksiy Kuleba will be appointed Deputy Prime Minister for Reconstruction.

Ministries will also be merged: Oleksiy Sobolev will head the newly created Ministry of Resources, which unites the Ministry of Economy, the Ministry of Agriculture and the Ministry of Ecology.

Deputy Prime Minister for European Integration Olha Stefanishyna will lose her post and will go to Brussels as an ambassador.Taras Kachka will become the new Deputy Prime Minister for European Integration.

TheMinistry of Justice will be headed by Herman Galushchenko, and the Ministry of Energy will beheaded by Svitlana Hrynchuk, who will replace Herman Galushchenko, who is moving to the Ministry of Justice.

“Oleksiy Chernyshev is being dismissed. His ministry will be merged somewhere so that it doesn’t sound like “liquidation of unity,” Zheleznyak commented.

Cabinet of Ministers Minister Oleh Nemchinov is also resigning.

“There will be no such ministry at all,” the MP said.

New faces and those who stayed

Matviy Bidnyi will retain the post of Minister of Sports.

Denys Uliutin will head the Ministry of Social Policy, replacing Oksana Zholnovych, and Natalia Kalmykova will retain her post as Minister of Veterans.

Other ministers also retain their positions.

“Oksen Lisovyi retains his position. Viktor Lyashko will keep his position. Serhiy Marchenko will keep his position. Andriy Sybiga will keep his position in the Foreign Ministry,” the MP said.

Interior Minister Ihor Klymenko may be transferred to the post of Deputy Prime Minister for Security, but he retains the leadership of the ministry.

Who is losing their positions

Vitaliy Koval is losing his post and has so far refused to return to the position of the head of the State Property Fund, the MP said.

Herman Smetanin is losing his post, and his ministry will be merged with the Defense Ministry.

“Mykola Tochytskyi is definitely losing his position. He is going to become an ambassador to Strasbourg. It is still unclear who. Many people have refused, but the last person I heard was Veronika Seleha. Rustem Umerov is going to be an ambassador. And Shmyhal will be replaced by the Ministry of Economic Development and Trade,” Zheleznyak said.

In conclusion, Zheleznyak is ironic about the scale of the changes.

“That’s it. If they updated it, they updated it. This is a real big shake-up, where there is not just a change of faces, but a rethinking of the government structure with partial merger and redistribution of powers,” the MP concluded.

As reported by [Kommersant] a draft resolution on the resignation of Prime Minister Denys Shmyhal has been submitted to the Verkhovna Rada of Ukraine. The document has already appeared on the parliament’s website, and its registration was the first official step toward changing the head of government.

MP Yaroslav Zheleznyak explained how the first part of the process of Prime Minister Denys Shmyhal’s resignation and the change of the government will take place.

“At about 13:00, Shmyhal with the entire government will come to the Verkhovna Rada,” he wrote on his Telegram channel.

According to the MP, the Prime Minister will have 15 minutes to address the parliament.

“He will speak for 15 minutes, followed by 3 minutes of speeches from factions and groups,” Zheleznyak said.

After that, a vote on his dismissal will be held. At least 226 votes are needed for the decision to be passed. If the resignation of the prime minister is supported, the entire Cabinet of Ministers will automatically become interim.
