Who will rebuild Okhmatdyt: the first winners on Prozzoro

The building of the Okhmatdyt hospital, destroyed by Russian missiles on 8 July, has begun to be restored: at least the relevant tenders have appeared in the Prozorro electronic public procurement system, and the winners have already been announced, reports "Komersant Ukrainian".

Vassenov Engineering LLC was declared the winner. This company was the only participant in the auction, and the contract with it has not yet been made public. The company submitted a bid for UAH 9 million 350 thousand and, accordingly, this is the amount that was eventually agreed upon by the parties.

For this money, the winner by the end of this year must carry out preparatory work for the current repair of the building: draw up schedules for the execution of work, supply of materials, recruitment of appropriate personnel, project management and management, etc.

It was won by another company, IK-PROEKT LLC, which offered UAH 5 million 215 thousand. They have to pay for this money by the end of 2024, according to the terms of referenceto conduct technical supervision of the works, their quality, available documentation, etc. Also, together with the contractor, they will evaluate the results of the Okhmatdyt renovation, conduct inspections and record the results of technical supervision, etc.

At the same time, according to the classifier and its corresponding code on the procurement website, the funds for this procurement are likely to come from charitable funds.

As it became knownthe non-governmental organisation Okhmatdyt – Healthy Childhood Charitable Foundation, which manages the money of philanthropists, is also holding a tender for the repair of Okhmatdyt. It involves 14 companies. Given that the tender is conducted by a non-governmental organisation, there is no expected cost and the winner is determined not by the bid price but by the sum of points on various evaluation criteria.

The tender was submitted by Riola-Module, the company that built the building and which, after the missile attack, had already managed to repair the so-called “clean rooms” (where sterility is required, such as operating theatres) free of charge. Wall and ceiling structures have already been partially replaced, and linoleum has been damaged. The company announced this in a letter that it uploaded as part of its offer.

Editorial [Kommersant] will continue to follow the process of rebuilding Okhmatdyt and seek details from the Ministry of Health of Ukraine and the hospital itself on how it will finance its various repair needs and how it will choose between the foundation’s funds and state funding.
