Which Ukrainians will receive UAH 6500 in winter: explanation of the Cabinet of Ministers

The Government of Ukraine is launching a winter support package that includes two one-time payment programs. One of them is UAH 6,500 for the most vulnerable categories of Ukrainians. This was announced by Prime Minister Yulia Svyrydenko on her Telegram channel, "Komersant Ukrainian" reports
Who will receive 6500 hryvnias
According to Svyrydenko, the UAH 6,500 assistance will be provided to those who need it most. The program includes the following categories of citizens:
- orphans
- children in foster care;
- children with disabilities in foster care;
- children of internally displaced persons (IDPs);
- adult IDPs with disabilities;
- single pensioners.
The funds can be spent on medicines, clothing or footwear, i.e. on the most necessary things during the winter period.
How to receive the payment
You can apply for the program through Diia. The money will be credited
- to your Diia.Card, or
- to a current account with a special mode of use.
The total budget of the program is UAH 4.3 billion, and approximately 660,000 Ukrainians will be able to use it.
Other payments under the “winter package”
In addition to targeted assistance, the government plans to make a massive one-time payment of UAH 1,000 to all Ukrainian citizens, including children. This money can be spent on utilities, medicines, books, mobile communications, or donated to the Defense Forces.
Last year, more than 14 million Ukrainians received such assistance.
Of these:
- 58% spent the money on utility bills,
- 22% – for mobile communications,
- 4% – for catering.
The details of this year’s program are to be made public by November 15.
Winter support program for Ukrainians
President Volodymyr Zelenskyy has instructed the government to prepare a comprehensive winter support program that will be launched in December.
“I have set a task for the Cabinet of Ministers to complete the development of the program in the coming weeks and present its details by November 15, so that people can take advantage of the assistance this year,” Zelensky said in his video address.
At the time, Prime Minister Yulia Svyrydenko noted that the government had already identified the main directions and components of the program.
