Despite the martial law and restrictions on civil aviation, the Ukrainian passenger air transportation market continues to operate, mainly due to international flights and special transportation. According to analytical data from the YouControl platform, in 2024, 243 companies operated in Ukraine in the field of Passenger Air Transport (CEA 51.10), of which 17 new ones were registered even during the war, reports
Leaders in terms of revenue in 2024:
- State Enterprise “National Airline of Ukraine” – UAH 4.75 billion
- UIA LLC (Ukraine International Airlines) – UAH 3.99 billion
- SkyUp LLC – UAH 3.81 billion
- Windrose LLC – UAH 1.03 billion
- Horse LLC – UAH 818 million
- PJSC Ukrainian Mediterranean Airlines – UAH 659 million
- Ukrainian Airlines ANTONOVA – UAH 365 million
- Boryspil International Airport State Enterprise (passenger segment) – UAH 349 million
- State Aviation Enterprise “Ukraine” – UAH 334 million
- Kharkiv Airlines LLC – UAH 64 million.

Regional picture
Most companies are concentrated in Kyiv region, where both national operators and subsidiaries of international carriers are registered.
Activity is also recorded in Lviv, Odesa, Kharkiv, and Dnipropetrovs’k regions.

The fact that more than two hundred legal entities in the industry have actually survived (in the face of war) and their revenues are still high may indicate that the business is ready to restore the market as soon as the skies open.
