The number of complaints to the Ombudsman against TCC employees increased 6-fold over the year

The number of complaints received by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets about the actions of TCC employees in the first half of 2024 increased 6 times compared to the first half of 2023. This is stated in the response of the Ombudsman’s Secretariat to a request from Ukrayinska Pravda, reports "Komersant Ukrainian"
Thus, in the first half of 2024, Lubinets received 1190 such complaints, while in the corresponding period of 2023, 198 such appeals were received.
For the whole of 2023, 561 such appeals were received. And for the whole of 2024 (as of 13 August), the Ombudsman received 1634 complaints about the actions of TCC employees.

The Ombudsman’s Office also asked the Prosecutor General’s Office for statistics on prosecution of TCC employees for abuse of power. As it turned out, there is no such statistics at all, and the PGO can only provide a general figure for the number of cases initiated under the relevant article among all military personnel in the country.
In total, from January 2022 to July 2024, 1441 criminal offences under this article were registered in the country, and only 25 of them were sent to court. In only 14 cases were servicemen convicted. Given that military personnel employed by the MCC make up a rather low proportion of all military personnel in the AFU, it can be assumed that the 14 convictions are also a low proportion of MCC employees.
In 2022-2023, no servicemen were brought to administrative responsibility for abuse of power in Ukraine at all.
Thus, the employees of the TCC in Ukraine are practically not held liable for abuse of power.
