White Business Club: who became a tax VIP in 2025

Less than 1% of companies in Ukraine managed to get into the tax VIP list – the White Business Club. As of July 2025, it includes 8,882 companies. This is 885 more than at the beginning of the year. This is reported by Opendatabot, "Komersant Ukrainian" informs
It should be noted that the White Business Club was created at the initiative of the Tax Service in 2024 to form a community of transparent, conscientious taxpayers who interact with the state on the basis of trust, predictability and partnership.
In 2025, 4,113 companies joined the Club, while 3,228 lost this status. The reasons for the exclusion were termination of operations, bankruptcy, or tax violations.
“However, the overall trend is consistently positive: the number of transparent, responsible taxpayers in Ukraine is growing. It should be noted that this text refers only to legal entities – the list will be longer if we include private entrepreneurs,” the statement said.
Among the current members, there are six companies that are already in a state of liquidation, another is in bankruptcy proceedings and one has open tax proceedings due to debts.
In addition, 37 companies from the “white business club” had Russian owners at the beginning of the full-scale invasion of Ukraine.
Who are the members of the Club?
Most of the Club’s representatives are in the trade sector: 22% of the companies are engaged in wholesale or retail trade or motor vehicle repair.
The manufacturing industry is in second place (16%), followed by agriculture, forestry and fisheries (14%).
This is followed by real estate (8%) and administrative services (7%).

Kyiv has the largest number of such businesses – 25% of all companies on the list. Dnipropetrovs’k (9%), Kyiv (7%), Lviv (7%), and Kharkiv (5%) regions are also actively represented.

The most successful “white” companies
The largest revenues in 2024 among the companies included in the White Business Club were reported by Ukrhydroenergo – UAH 54.2 billion, Petrol Partner (WOG gas station chain) – UAH 49.1 billion, and Roshen – UAH 37.4 billion.

Criticism and reforms
According to Danylo Hetmantsev, chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, the initiative is definitely successful:
“According to the EBA survey, 46% of the association’s members want to be included in the list. This means that most businessmen are either members of the club or are trying to meet its requirements. This is the idea of the Territory – to define clear and transparent criteria, compliance with which frees you from unnecessary tax control,” says Getmantsev.
However, not everyone is optimistic about the project. According to Myroslav Laba, an expert at the Economic Platform, the very idea of creating a White Business Club is debatable.
He draws attention to the fact that the legislative initiative focuses on supporting honest taxpayers, while the real focus, in his opinion, should be on those who evade taxes.
In addition, the expert questions the chosen integrity criteria – instead of a risk-based approach or analysis of SAF-T files, indicators of salaries and tax burden are used.
He also warns that such an incentive model can create risks of selectivity and unjustified preferences for individual taxpayers.
“Everyone should be equal before the law and be treated equally by the state. Analyzing the numerous requests from companies that were not included in the cohort of virtuous ones, we can conclude that the requirements for the level of tax burden and salaries are completely incorrect. Currently, only 0.63% of all companies have been included in the “white business club”, which does not objectively reflect the real state of affairs regarding the number of companies that comply with tax legislation,”
– said Myroslav Laba, tax and regulatory policy specialist at the Economic Expert Platform.
Currently, the Tax Service has prepared a new draft law that should improve the accession to the Club and proposes to make the conditions for access to the regime more flexible: to allow small paid fines, clarify the criteria for salaries and VAT payment, clearly regulate the inspection procedures, and expand protection from scheduled documentary inspections.
According to Danylo Hetmantsev, the new draft law does not contain any significant changes – it only eliminates the shortcomings that are currently contained in the criteria for residency status for KBBs.
Instead, the expert notes that the new draft law is more about eliminating formalities than about actually improving business conditions.
What is known about the “White Business Club”
As a reminder, President of Ukraine Volodymyr Zelenskyy signed Bill No. 11084 on the creation of the White Business Club, a list of taxpayers with a high level of voluntary compliance with tax laws.
The law is aimed at improving the interaction between tax authorities and honest taxpayers, providing the latter with certain benefits in exchange for a high level of tax discipline.
It clarifies the concept of “tax risk” and introduces a new concept of “compliance” (tax risk management).
The Law defines the criteria for recognizing a taxpayer as a bona fide taxpayer, including no or minimal tax debt, timely submission of reports, compliance with industry tax payment rates, and payment of salaries not lower than the industry average.
Taxpayers included in the list will receive the following benefits:
- upon request, the taxpayer has the right to receive information about tax information available to the controlling authority that may indicate tax risks in the taxpayer’s activities, as well as advice on how to eliminate such risks within five days
- moratorium on documentary audits;
- reduction of the timeframe for desk and documentary audits for the purposes of budgetary reimbursement – five calendar days;
- individual tax consultations within five calendar days;
- the taxpayer is assigned a compliance manager with whom the taxpayer will be able to interact, in particular by means of remote communication, including videoconferencing;
The list of bona fide taxpayers is compiled on a quarterly basis, and taxpayers are notified of their inclusion in this list. These features will be in effect for the period of martial law and until the end of the year, when it will be canceled.
