When will Ukraine start receiving money under the EU loan of 90 billion: the European Commission explained

The European Union is now working on finalizing the legal framework needed to disburse the promised €90 billion loan to Ukraine over the next two years. Kyiv may receive the first tranche in the second quarter of 2026.
This was reported by RBC-Ukraine , citing a statement by European Commission spokesman Matej Berestecki during a briefing on January 5, "Komersant Ukrainian" reports.
According to Berestetski, the European Commission’s proposal to provide Ukraine with a €90 billion loan on the basis of “enhanced cooperation” is currently before the Council of the European Union. It must be approved there: it will not be possible to block it, as a qualified majority is needed.
In addition, the approval of the decision on “enhanced cooperation” requires the consent of the European Parliament. Both of these issues are expected to be resolved “within the next few weeks.”
The European Commission is also currently drafting a proposal for a regulation setting out the terms of the loan to Ukraine. It is expected to be adopted in January, as well as proposals for changes to the EU’s 2027 multi-annual budget, which are necessary for the loan.
“We recognize the urgency of Ukraine’s financial needs. We plan to disburse the first tranche to Ukraine no later than the second quarter of 2026,” Berestetski said.
As a reminder, in December, during a summit in Brussels, the leaders of the EU member states agreed to provide EUR 90 billion in support to Ukraine in 2026-2027. This is a concessional loan, which was considered as a backup scenario in case the mechanism for using frozen Russian assets is not implemented.
