Martial law in Ukraine can be lifted only after receiving real and effective security guarantees that will make it impossible for Russia to aggress again. This was stated by President of Ukraine Volodymyr Zelenskyy, answering questions from journalists, "Komersant Ukrainian" reports

When martial law may end

According to the president, the formal end of the war would automatically mean the end of martial law. However, without clear security guarantees, Ukraine cannot consider the war over.

“Without security guarantees, this war will not really end. We cannot recognize that it is over. Because there may be a risk of another accident with such a neighbor. And the essence was security guarantees,” the president emphasized.”

What security guarantees does the president mean?

The President emphasized that it is not just about political declarations or statements by partners. Ukraine expects practical mechanisms, in particular

  • international monitoring;
  • real presence of partners;
  • clear security commitments.

According to Zelenskyy, if a comprehensive peace document is signed, the situation may change.

“If we find an opportunity to sign 20 points of ending the war together with the Americans, Europeans and Russians, I really hope that at that moment we will simultaneously receive security guarantees. This will be a signal that the war is over,” the head of state said.

The role of the military command

The President also noted that the timing of the lifting of martial law directly depends on the position of the military leadership. This issue has already been discussed during the meetings of the Supreme Commander-in-Chief’s Staff.

“The command must confirm that the entire infrastructure is ready for this, so that martial law can be lifted,” Zelenskyy summarized.

Martial law in Ukraine

Martial law in Ukraine has been in effect since the beginning of Russia’s full-scale aggression and provides for expanded powers of state authorities and military command to protect the country’s independence and territorial integrity.

on October 30, the president signed laws extending martial law and general mobilization for another 90 days, from November 5 to February 3.

Zelenskyy’s statements came amid intensified diplomatic efforts. The day before, a Ukrainian delegation paid an official visit to the United States, where it held talks with President Donald Trump. Zelenskyy called the talks meaningful, while Trump said they brought the parties closer to a peace agreement.
