Curfew in Ukraine: New Clarifications from the Ministry of Internal Affairs

In Ukraine, a curfew remains in effect during martial law, restricting citizens’ presence on the streets at night. At the same time, the law provides for certain exceptions when movement is permitted even without a special pass. This was reported by the Ministry of Internal Affairs of Ukraine, according to "Komersant Ukrainian"

When is movement permitted during curfew?

The Ministry of Internal Affairs reminded the public that staying on the streets at night without a special pass is permitted only in specific situations.

Specifically, this is permitted:

  • during an air raid alert—to reach the nearest shelter
  • during emergencies — to go to warming centers or “Points of Resilience.”

In all other cases, being on the street without special permission is prohibited.

What documents you need to carry

Law enforcement officers have the right to check citizens’ documents during martial law to verify their identity.

The Ministry of Internal Affairs emphasizes:

“You must carry a Ukrainian passport or another document proving your identity.”

The following are also acceptable:

  • a foreign passport
  • driver’s license
  • student ID
  • pension card
  • birth certificate.

Conscripts must also have military registration documents.

Can digital documents be presented?

Ukrainians can also use electronic documents, for example, in the “Diya” app.

At the same time, the Ministry of Internal Affairs advises taking the following into account:

  • internet connectivity
  • phone battery
  • the ability to present the document without electricity.

When documents may be checked

Law enforcement agencies emphasize that checks are not conducted on a mass scale, but only when there is cause to do so.

Such checks are a security measure during martial law.

“Make sure you have the necessary documents. Stay safe,” the Ministry of Internal Affairs noted.

What else is prohibited during curfew

While restrictions are in effect, it is prohibited to:

  • be on the street without permission
  • holding mass gatherings
  • making noise
  • engaging in activities that may pose a threat to safety.

If you need to travel at night for valid reasons (for example, a trip to the train station), you should notify law enforcement in advance.

Why is the curfew in effect?

The curfew was introduced after the start of Russia’s full-scale invasion on February 24, 2022.

It helps:

  • reduce the risk of sabotage
  • enhance security measures
  • support the work of the military and law enforcement.
