Commercial real estate is shifting to the West: what is being built in Lviv, Chernivtsi and Zakarpattia

The hostilities have fundamentally changed the strategies of Ukrainian developers. If until 2022 the key focus was on shopping and entertainment centers in large cities, now more attention is being paid to safer regions and new segments. This is reported by "Komersant Ukrainian" with reference to UTG analytics.

Warehouse and logistics infrastructure, recreational and hotel complexes, and specialized production facilities are developing most actively. This is in line with the country’s new economic needs in the wake of the war.

Western regions are the leaders in development

According to UTG, most shopping mall projects in the central and eastern regions are on hold, while the west of the country is experiencing increased activity. A number of large-scale projects have been announced for 2026-2027 in Lviv, Uzhhorod, Chernivtsi, Mukachevo, and Khust.

In Lviv, the key projects include the Lubinske Siyivo shopping center, LOCUS shopping center, reconstruction of the Skrynya shopping center, and the Shuvar shopping and sports center. Additionally, Safe Town mixed-use complex, Kvartal City shopping center, and several new multifunctional complexes are being considered.

Uzhhorod is preparing to launch such facilities as IDM Mall, Residents Mall, Ungvar Center, Plaza Nova, and Onokivtsi retail park. Chernivtsi will receive several large projects at once, including Karpaty, Bukovyna Mall, Tera Hall, and Gallery Chicago. Retail Park Mukachevo and Silver Park are being developed in Mukachevo, and EcoPolis shopping center and a new shopping and market complex are being developed in Khust.

Implementation and dynamics

Despite significant announcements, most projects are being implemented slowly. During the war years, only a few facilities were opened: Pannonia shopping center and the first phase of the Korona shopping center in Uzhhorod, Mebel City shopping center and Agromat showroom in Chernivtsi, and Vector shopping center in Truskavets.

However, even in such conditions, the level of retail space availability in the western regions showed positive dynamics. In 2025, Uzhhorod became the leader with 956 m² GLA per 1,000 inhabitants, followed by Lviv with 952 m². Kyiv, which traditionally topped this rating, now ranks only third with 902 m² per 1,000 inhabitants.

The market situation shows a clear regional shift. Developers who used to focus on projects in the capital and eastern Ukraine are now focusing on western Ukraine. At the same time, the structure of demand is also changing: along with residential projects, there is growing interest in logistics, manufacturing, and recreational businesses.

For the market, this means that in the coming years, new commercial clusters will emerge in the west of the country, capable not only of meeting domestic demand but also of integrating into the EU economy.
