The Rada Committee proposed key changes to the Budget 2026 to the government: the main conclusions

The Budget Committee of the Verkhovna Rada of Ukraine has approved and recommended the draft State Budget for 2026 for the first reading, formulating a number of key proposals. These recommendations are set out in the format of the Budget Conclusions of the Verkhovna Rada – they relate to defense, education, healthcare, social sphere, business support, and local budgets. It is expected that the Budget-2026 will be considered in the session hall on October 21-22.
Defense: more resources for security
The Committee proposes to increase spending on the defense sector, in particular
- for the purchase of weapons for the Armed Forces of Ukraine;
- for the supply of Alpha units of the Security Service of Ukraine and the Foreign Intelligence Service.
This should strengthen the capacity of Ukrainian law enforcement agencies to counter Russian aggression and increase the country’s security.
Education: raising salaries and supporting re-located universities
In the education sector, the Committee emphasizes the need for systemic changes:
- develop a new model of remuneration for secondary school teachers to increase salaries by 50%;
- to gradually increase salaries of university teachers by 50% from January 1, 2026;
- allocate UAH 500 million to improve the material and technical base of relocated universities from the frontline regions.
Healthcare: more funds for medicines and medical projects
The budget conclusions provide for
- additional funding for the procurement of medicines for patients with achondroplasia, autoimmune and neuromuscular diseases, over and above the already allocated UAH 15.1 billion
- transferring to the Ministry of Health the authority to implement public investment projects in medicine, which were previously carried out by the State Administration of Ukraine and the Academy of Medical Sciences;
- increasing funding for such projects by another UAH 500 million.
Local budgets: fair payments and new sources of revenue
The Committee proposes that
- during the horizontal equalization, take into account the population according to the State Statistics Service and the number of IDPs according to the Ministry of Social Policy;
- to develop a mechanism to pay off the difference in tariffs;
- consider transferring 4% of personal income tax (except for military) to local budgets.
Social sphere: pensions and housing for IDPs
Among the social initiatives:
- submit a draft law on special pensions with unified approaches to retirement and indexation;
- increase spending on housing for IDPs who lost their homes due to the war.
Business support: demining, grants and compensation
To stimulate the economy, the Committee proposes:
uAH 2 billion for humanitarian demining of agricultural land;
uAH 1 billion to compensate for property losses of businesses caused by the war;
to provide additional funds for:
- grants to entrepreneurs for the construction of vegetable and potato storage facilities;
- grants for veterans to start their own business;
- partial compensation for agricultural machinery;
- support for farmers to restore production.
When will the Budget 2026 be adopted?
According to the Verkhovna Rada’s plan, the first reading of the draft budget will take place on October 21-22, 2025.
after that, the government will have time to finalize the document taking into account the Committee’s proposals and submit an updated version for the second reading in November.
