Compensation for destroyed homes: Ukraine to receive new funding from the Council of Europe Development Bank

The Council of Europe Development Bank has approved the allocation of an additional 100 million euros for Ukraine’s compensation program for destroyed housing.
This marks the third phase of funding for the HOME project, which is being implemented as part of the state-run e-Reconstruction program.
This was announced by Ukraine’s Minister of Community and Territorial Development Oleksiy Kuleba, according to "Komersant Ukrainian".
Where the decision was made
According to the minister, the decision to allocate the funds was made during a meeting of the bank’s administrative council in Warsaw.
This is already the third phase of funding for the HOME program, which provides compensation for Ukrainians whose homes were destroyed during the war.
Kuleba noted that previous funds from the Development Bank had been fully utilized.
How many families have already received housing
According to government data, more than 6,000 Ukrainian families have already been able to purchase housing under the HOME project.
The new funding will allow the program to be expanded.
“The new funding will provide housing for over 3,000 more families who have already received certificates,” Kuleba noted.
How many people have benefited from “e-Restoration”
The state compensation program e-Restoration is designed to support Ukrainians who have lost their homes due to the war.
According to the minister:
“In total, over 26,000 families have purchased housing under the ‘e-Recovery’ state program.”
The program allows people to obtain housing certificates that can be used to purchase new real estate.
The scale of destruction
Demand for compensation remains very high.
According to government data, the special registry currently lists:
- 324,000 damaged or destroyed properties
- of which more than 285,000 are residential buildings or apartments.
These figures reflect the scale of damage to Ukraine’s housing stock as a result of the full-scale war.
Ukrainian authorities expect that international support will allow them to expand the compensation program and provide housing for even more families.
