Compensation for car insurance for veterans: how the new state program works and who may not receive payment

Since the beginning of 2025, Ukraine has had an updated procedure for compensation for compulsory motor third-party liability insurance (MTPL) for combatants and persons with disabilities as a result of the war. This was reported by lawyer Daria Tarasenko on Facebook, "Komersant Ukrainian" reports.


The Cabinet of Ministers adopted the relevant resolution No. 1091 on August 22, 2025. According to it, the state fully reimburses veterans for the insurance premium paid.

Who is eligible for compensation

The following people are eligible to receive compensation

  • combatants (combatants);
  • persons with disabilities caused by war.

Compensation is provided for only one car per year.

What are the conditions for a car?

In order for the state to reimburse the costs, the vehicle must meet several requirements:

  • be owned by the insured;
  • have an engine capacity of up to 2500 cm³ or an electric motor power of up to 100 kW;
  • not be used for commercial purposes (for example, for the transportation of passengers or goods).

How to apply

An application for compensation is submitted through the Diia portal in the Veteran Pro section .
The step-by-step procedure is as follows:

  1. Take out a motor vehicle liability policy with a licensed insurance company.
  2. Submit an application in Diia no later than the last day of the policy.
  3. The Ministry of Veterans verifies the data and creates a list of recipients.
  4. Oschadbank transfers the funds to the applicant’s account within 3-5 business days.
  5. Notification of payment or refusal is received automatically in the Diia app.

What can cause a refusal

The Ministry of Veterans may not credit compensation if:

  • the data in the application or policy is inaccurate;
  • the car does not meet the requirements of the program;
  • the veteran has already received compensation for another policy this year.

The decision to refuse can be appealed administratively or in court.

Lawyers advise veterans to

  • check the technical parameters of their car before taking out a policy;
  • keep an electronic policy and receipts;
  • follow notifications in Diia – this is the only official channel for filing an application.

The introduction of compensation for combatants is part of the government’s social support policy for veterans. Previously, such benefits were available only to people with war-related disabilities, but starting in 2025, the scope will be expanded.
The Ministry of Veterans expects that tens of thousands of drivers who have returned from the front or lost their ability to work due to participation in hostilities will take advantage of the program.
