Who to expect from the tax authorities in 2025: a list of companies and regions

The State Tax Service of Ukraine has updated its schedule of inspections of companies and entrepreneurs. According to the new data, by the end of 2025, the tax authorities will conduct 4908 inspections, which is 122 more than in the previous version. This is reported by "Komersant Ukrainian" with reference to the data from Opendatabot.
Who is subject to inspections
According to the updated plan of the State Tax Service, 79% of audits (3881) will concern companies, and 21% (1027) will concern individual entrepreneurs.
By the end of the year, the tax authorities will focus on the following categories:
- Companies – 1016 (73%);
- Individual entrepreneurs – 268 (19.3%);
- Financial institutions and non-residents – 42 (3%);
- Businesses with questions about personal income tax, military duty and unified social contribution – 65 (4.7%).
Interestingly, among those scheduled for inspection are companies that are no longer in operation: 9 companies are in the process of bankruptcy, another 9 are in a state of suspension, and 4 are officially closed. This may indicate that the State Tax Service is trying to check old violations or close “problematic” cases.
Who will be inspected: top industries
Most of all, businesses and companies operating in the wholesale trade (272 companies or 24%), agriculture (119 or 11%), food production (76 or 7%), warehousing and logistics (64 or 6%), and retail (49 or 4%) will be inspected by the end of the year.

Where will be the most inspections
Every fifth inspection will take place in Kyiv (219 inspections). Next on the list are Dnipropetrovs’k region (122 inspections), Odesa (114), Lviv (79) and Poltava (60).
Inspections of major players
The updated list includes 11 companies from financial and industrial groups and 10 companies related to them. In addition, the list includes 13 businesses from the Opendatabot 2025 Index, including the country’s largest taxpayers.

OKKO-EXPRESS (UAH 74.8 billion) is among the top companies of the Opendatabot 2025 Index that will be audited this year. Another 4 companies were added to the list of inspections after the update: KERNEL-TRADE (UAH 90.9 billion), GTS Operator of Ukraine (UAH 38.5 billion), METINVEST-SMC (UAH 37.8 billion) and Eva chain of stores (UAH 26.9 billion). The updated plan also includes OMEGA with an annual revenue of UAH 20 billion.
