Competition for the position of ARMA head: Commission rejects candidates’ complaints following testing

On April 1, the selection committee for the head of the Asset Tracing and Management Agency reviewed complaints from two candidates and rejected them.
This was reported by Transparency International Ukraine, according to "Komersant Ukrainian".
The complaints concerned the cognitive ability test, which took place during a prolonged air raid alert.
Reasons for the complaints
The following candidates appealed to the selection committee:
- Dmytro Nikitin
- Volodymyr Murzha
They requested permission to retake the cognitive ability test.
They cited the fact that the testing on March 24 took place during a prolonged air raid alert, which, in their opinion, could have affected the results.
The selection committee’s position
During the review of the complaints, the committee members stated that:
- all safety requirements were met during the testing;
- none of the candidates raised any objections to taking the exam during the alert.
As a result, five commission members voted against granting the complaints.
Only Rita Simoes supported the candidates.
Who remained in the competition
Only one candidate successfully passed the cognitive ability test—Viktor Dubovyk.
He heads the Directorate for Legal Policy at the Office of the President of Ukraine.
The next stage of the competition will involve a practical task, as well as a background check on the candidate.
How the selection process unfolded
The competition for the position of head of the Asset Recovery and Management Agency consists of several stages.
- On March 11, a test on knowledge of legislation was held—14 out of 15 candidates passed it.
- In the second stage—a cognitive abilities test—only one candidate advanced.
Thus, the selection process effectively narrowed down to a single candidate.
Why the position is vacant
The leadership position at the Agency for Asset Tracing and Management remained vacant following the decision
by the Cabinet of Ministers of Ukraine to dismiss the agency’s previous head.
On July 30, 2025, the government dismissed Olena Duma.
Following this, the authorities launched a new competition for the head of the agency responsible for managing seized assets.
