Corruption in the Cancer Institute: court imposes a preventive measure on former MP Shipko

The High Anti-Corruption Court of Ukraine (HACC) has determined a preventive measure for former MP Andriy Shipko, who is suspected of involvement in a large-scale corruption scheme at the National Cancer Institute.
The judge set bail for Mr. Shipko in the amount of UAH 30 million and imposed a number of obligations on him:
- not to leave Kyiv and Kyiv region without the investigator’s permission
- to hand over his foreign passports;
- wear an electronic monitoring bracelet.
At the same time, the prosecution demanded a more severe measure – arrest with the possibility of bail of UAH 183 million.
Shipko is one of the defendants in the UAH 231 million case
Andriy Shipko is one of six suspects in the case of embezzlement of funds allocated for the purchase of medical equipment for cancer patients.
The NABU and the SAPO have served notices of suspicion to six people involved in a scheme of large-scale embezzlement in the procurement of equipment for the National Cancer Institute (NCRI).
According to LIGA.net’ s law enforcement sources, these are businessman Herman Fistal and Andriy Shipko, a member of the Dnipro Regional Council.
According to the NABU and the SAPO, in 2021-2022, when Shipko was acting as director of the Cancer Institute, a corruption scheme worth more than UAH 231 million was implemented.
According to the investigation, businessman Herman Fistal organized the criminal scheme, involving employees of the Institute and a number of controlled companies. These companies were guaranteed to win tenders for the supply of large medical equipment due to the lack of competition.
At the same time, the cost of the equipment was inflated – sometimes by 50% of the real price. As a result, budget funds intended for the treatment of cancer patients were diverted through fictitious procurement.
Andriy Shipko is currently a member of the Dnipro Regional Council.
