Corruption scandal cost him his job: Rada dismisses Galushchenko

On Wednesday, November 18, the Verkhovna Rada of Ukraine voted to dismiss Justice Minister Herman Halushchenko. The vote was taken by 323 MPs, [Komersant] reports.
The adopted resolution with registration number 14217 states that he was dismissed in accordance with paragraph 12 of part one of Article 85 of the Constitution of Ukraine, which means that the Verkhovna Rada of Ukraine is authorized to decide on the resignation of members of the Cabinet of Ministers of Ukraine.
In its recommendations to the draft resolution, the Verkhovna Rada Committee on Legal Policy noted that on November 12, 2025, the Verkhovna Rada of Ukraine received a submission from the Prime Minister of Ukraine on the dismissal of Herman Halushchenko from the post of Minister of Justice. However, the reasons for the dismissal are not specified in the submission.
The Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk emphasized that today Prime Minister Yulia Svyrydenko cannot come to the parliament to consider the resignation of Galushchenko and Energy Minister Svitlana Hrynchuk, as she is involved in negotiations with the International Monetary Fund.
According to him, the government will be represented by Deputy Prime Minister for European Integration Taras Kachka. Halushchenko and Hrynchuk did not attend the meeting, despite the parliament’s decision. Stefanchuk said that there was no information about their whereabouts.
After the vote on Galushchenko’s resignation, Stefanchuk said that he had already signed a resolution on this issue.
Corruption scandal at Energoatom
On November 11, the NABU and the SAPO released audio recordings of conversations between participants in a large-scale embezzlement scheme at Energoatom. The recordings allegedly include conversations with former Minister of Energy and now Minister of Justice Herman Halushchenko. We are talking about corruption schemes.
After these recordings were made public, the next day, on November 12, an extraordinary government meeting decided to remove Halushchenko from the post of Minister of Justice. The government’s decision entrusted the Minister’s duties to Deputy Minister of Justice for European Integration Liudmyla Suhak. Prime Minister Yulia Svyrydenko submitted a motion to the parliament to dismiss Halushchenko.
At the time, Galushchenko said that he was not holding on to his position as minister. He added that suspension for the duration of the investigation was a civilized and correct scenario. He promised to defend himself “legally and will prove his position.”
