One in five Ukrainians has damaged property due to war – survey by Transparency International Ukraine

According to a sociological survey conducted by Info Sapiens agency commissioned by Transparency International Ukraine, one in five Ukrainians reported damage or loss of property as a result of the war, "Komersant Ukrainian" reports.

Residents of the Eastern region suffered the most – 60% of respondents reported losses. For comparison, in the West, the number is only 7%.

Types of losses
Most often, Ukrainians mentioned damage to real estate – 17% of respondents. This indicates large-scale destruction of the housing stock, especially in the regions that were under active hostilities.

Assessment of damage

  • Up to UAH 50 thousand – 23%
  • Up to UAH 300 thousand – 19%
  • More than UAH 300 thousand – 32%
  • Of these, more than UAH 3 million – 10%

Compensation and trust in the state

  • 35% of victims did not apply for compensation, believing that the state has more pressing problems.
  • 25% did not believe they would receive compensation.
  • Of those who applied (40% of victims), 33% have already received compensation.

Perception of the recovery process

  • Most positive changes are noticed in Kyiv – 50%
  • In the East – 42%, in the South – 41%
  • In the West – 24%, in the Center – 23%
  • One in three Ukrainians has seen examples of recovery, and 74% are satisfied with the results.

Who finances the reconstruction

  • 55% – local government
  • 20% – central government
  • 40% – international partners
  • 27% – volunteers and civil society

Corruption risks
Two-thirds of respondents consider corruption in the recovery sector to be very or fairly widespread. The most vulnerable aspects:

  • Funds allocation – 65%
  • Control and reporting – 63%
  • Conducting tenders – 61%

Reducing anxiety
Transparency International Ukraine notes that the level of concern about the recovery process has decreased by 7-17 percentage points. However, Ukrainians are still worried about:

  • Lack of proper control – 62%
  • The risk of corruption schemes returning – 61%
  • Lack of security guarantees – 56%

Methodology
The survey was conducted in June-July 2025 among 1,015 adult Ukrainians (18 ) living in the government-controlled areas. The sample is representative by gender, age, region, and type of settlement. The method was a telephone interview (CATI).
