A step towards the EU: Ukraine presents 28 blocks of reforms in agriculture to the European Commission

On Monday, September 15, the Ukrainian delegation, together with representatives of the European Commission, completed three days of screening meetings in Brussels on negotiating Title 11, Agriculture and Rural Development. This was reported by the Ministry of Economy, Environment and Agriculture, "Komersant Ukrainian" reports

What was discussed

During the three days of work, Ukraine presented 28 thematic blocks, including:

  • reforms in agriculture,
  • digitalization of the agricultural sector,
  • state support for farmers,
  • regulation of agricultural markets,
  • development of rural areas.

The Ukrainian side also demonstrated the level of harmonization of national legislation with EU acquis in five areas: financial and administrative structures, agricultural markets, quality policy, organic production, and promotion of agricultural products on domestic and foreign markets.

The European Commission positively assessed the materials presented and emphasized Ukraine’s progress in approximating its agricultural policy to EU standards.

“These discussions have shown two key things: we have already made significant progress in approximating our agricultural policy to EU standards, but there is still a lot of work to be done. The accession process requires joint efforts and close coordination. Ukraine is ready to follow this path,” said Denys Bashlyk, Deputy Minister of Economy, Environment and Agriculture.

Context of the screening

In September 2025, the official screening of Cluster 5, Resources, Agriculture and Cohesion Policy, will take place. It covers three negotiating chapters, one of which ended on September 15.

Cluster 5 is the last of the six clusters that precede Ukraine’s accession to the EU. It will result in a plan for further implementation of European regulations into national legislation.

Progress in other clusters

Earlier, Ukraine completed the screening under:

  • Cluster 3: Competitiveness and Inclusive Development,
  • Green Agenda and Sustainable Connectivity cluster,
  • Cluster 1: Fundamentals of the EU Accession Process,
  • Cluster 2 “Internal Market” and
  • Cluster 6 “External Relations”.

Ukraine’s path to the EU

on February 28, 2022, President Volodymyr Zelenskyy signed Ukraine’s application for accession to the EU under a special procedure.

on June 23, 2022, the European Council granted Ukraine candidate status. Kyiv has to implement seven key reforms, including rule of law, fight against oligarchs and corruption.

on November 8, 2023, the European Commission recommended to the EU Council to start negotiations on Ukraine’s accession to the bloc.

on June 21, 2024, the EU Council confirmed the mandate for the talks, which started on June 25 in Luxembourg.
