A Step Toward Europe: Ukraine Has Already Implemented 84% of Its Agreement with the EU

In 2025, Ukraine fulfilled 84% of its obligations under the Association Agreement with the European Union, which is three percentage points more than the previous year.
This is stated in a new report on the implementation of the agreement, according to [Komersant].
Progress in European Integration
A report on the implementation of the Association Agreement between Ukraine and the European Union for 2025 has been published. The document reflects Ukraine’s progress in implementing reforms and aligning its legislation with EU standards.
According to the results for 2025, overall progress in implementing the Agreement rose from 81% in 2024 to 84% in 2025.
In 2025, Ukraine made significant progress in fulfilling its obligations under the Association Agreement with the EU in several key areas.
The greatest growth over the year was recorded in:
- The financial sector – annual growth was 8%, overall progress reached 82%;
- Social policy and labor relations – 7% growth, 87% overall progress;
- Customs matters – 5% growth, overall progress at 96%;
- Agriculture – 5% growth, overall implementation rate of 79%.
At the same time, Ukraine has already virtually completed the implementation of its commitments in some areas:
- Statistics and information exchange – 100% implementation;
- Education, training, and youth – 99%;
- Intellectual property – 98%.
This progress demonstrates the steady alignment of Ukrainian legislation with EU standards and the effective implementation of reforms across various sectors of the country.
