“Critically important ‘fortysomethings’: a list of CSOs that received 100% armour from mobilisation

The Cabinet of Ministers of Ukraine has approved a list of organisations that have received 100% of their reservations from mobilisation. This is stated in the order of the State Secretary of the Cabinet of Ministers No. 75 of 21 June 2024, according to "Komersant Ukrainian"

According to the new reservation procedure, approved by Cabinet of Ministers Resolution No. 650 of 5 June, grant project implementers receive full reservation regardless of their activities as “critical” to the economy.

Thus, the list includes mainly NGOs and limited liability companies engaged in political research, public opinion polling, and receiving funding from abroad. This includes both representative offices of foreign donor agencies from the US, Germany, the UK, etc. and Ukrainian NGOs.

Among them:

  1. NGO “Centre for Economic Strategy”;
  2. NGO “Ukrainian Academy of Leadership”;
  3. NGO “Transparency International Ukraine”;
  4. NGO “Centre of Policy and Legal Reform”;
  5. NGO “Dixi Group”;
  6. NGO “Kyiv School of Economics Institute” and private institution “University “Kyiv School of Economics”;
  7. National Research Foundation of Ukraine;
  8. NGO “Ukrainian Center for Independent Political Research”;
  9. NGO “Centre for Political Studies and Analysis “Eidos”;
  10. NGO “Internews-Ukraine”;
  11. ICO “Eastern Europe Foundation”;
  12. CSO “Civil Network “OPORA”;
  13. CSO “ISAR “Ednannia”;
  14. CSO “Foundation for the Architecture of Reforms in Ukraine”;
  15. CSO “Centre for Democracy and Rule of Law”.

In addition, the list includes several private companies, including Deloitte & Touche, Aegis Ukraine, KSM Group, Sojits Auto Ukraine and others.

even football clubs are considered “critical” for the economy in Ukraine.

Ukraine will also increase the booking of officials.

Criteria for enterprises critical to the economy

Cabinet of Ministers Resolution No. 76 defines the criteria by which an enterprise is recognised as critical to the functioning of the economy and the livelihoods of the population during a special period:

  1. the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
  2. the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
  3. the company is of strategic importance for the economy and security of the state according to the list;
  4. the company is important for a sector of the national economy or for meeting the needs of the territorial community;
  5. no arrears in the payment of a single contribution to the obligatory state social insurance;
  6. the average salary of insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
  7. the company is a resident of Diia City.

An enterprise is recognised as critical if it meets at least three criteria. Such enterprises can book 50% of their employees, or more “in case of a justified need”.
