“Critically important for the economy”: football club Dnipro-1 received a reservation from mobilisation

The Ministry of Youth and Sports of Ukraine has recognised the Dnipro-1 sports club as “meeting the criteria and being critical for the functioning of the economy and ensuring the livelihoods of the population during a special period”. Thus, the club’s players have been exempted from mobilisation and cannot be drafted into the Armed Forces.

“Dnipro-1 is not the first Ukrainian club to be recognised as critical to the economy. It is known that Shakhtar, Dynamo and Obolon have previously received such statuses. Zorya and Minaj are working on obtaining the armour or have already received it.

Criteria for companies critical to the economy

Cabinet of Ministers Resolution No. 76 sets out the criteria by which an enterprise is recognised as critical to the functioning of the economy and the livelihoods of the population during a special period:

  1. the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
  2. the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
  3. the company is of strategic importance for the economy and security of the state according to the list;
  4. the enterprise is important for a sector of the national economy or for meeting the needs of the territorial community;
  5. no arrears in the payment of a single contribution to the obligatory state social insurance;
  6. the average salary of insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
  7. the company is a resident of Diia City.

An enterprise is recognised as critical if it meets at least two criteria. Such enterprises can book 50% of their employees, or more “in case of a reasonable need”.
