Where Ukrainian businesses are moving: the most popular relocation routes for companies in 2025

In 2025, Ukrainian businesses continued to actively change their place of registration. According to the analytical service OpenDataBot, 12,197 companies changed their legal address, and the total number of relocations was 12,920, reports "Komersant Ukrainian".
This is 11% more than in 2024, but still less than before the full-scale invasion.
How the number of business relocations has changed
Over the past five years, the dynamics of company relocations looked like this:
- 2021 — 15,589 relocations
- 2022 — 1,971
- 2023 — 14,136
- 2024 — 11,669
- 2025 — 12,920

After a sharp decline in 2022 due to the start of a full-scale war, businesses are gradually resuming their activity in moving between regions.
Which businesses relocate most often
Companies in the wholesale trade sector are the most active in changing their addresses, accounting for almost a third of all relocations.
Top industries by number of relocations:
- wholesale trade — 3,798 companies (31%)
- construction — 732 (6%)
- real estate — 645 (5%)
- agriculture — 639 (5%)
- retail trade — 526 (4%).
Relocators also include companies in the transport, automotive, IT, and energy sectors.

Top 5 popular routes for business relocation in Ukraine
Most often, Ukrainian companies change their registration between the capital and surrounding regions.
The most popular relocation routes in 2025:
- Kyiv → Kyiv region — 779 companies
- Kyiv region → Kyiv — 663
- Kyiv → Dnipropetrovsk region — 565
- Kyiv → Kharkiv region — 521
- Dnipropetrovsk region → Kyiv — 501
Overall, Kyiv remains the main center for business relocation.
Which regions do companies leave most often?
Most companies have moved from the capital.
Top regions by number of relocations:
- Kyiv — 12,558 (30% of all relocations)
- Dnipropetrovsk region — 4,200
- Odesa region — 2,884
- Kyiv region — 2,755
- Kharkiv region — 2,336
Where businesses move most often
Despite a significant outflow, the capital remains the most popular place for companies to register.
The largest number of companies chose:
- Kyiv — 11,765 companies (28.3%)
- Dnipropetrovsk region — 4,048
- Kharkiv region — 2,889
- Odesa region — 2,880
- Kyiv region — 2,729
Where the number of businesses has increased
Despite a significant number of relocations, an increase in the number of companies was recorded in only eight regions of Ukraine.
The largest number of new businesses appeared in:
- Kharkiv region — 553 companies
- Zaporizhzhia region — 419
- Lviv region — 213
- Sumy region — 177
- Zakarpattia region — 105
- Kherson region — 95
- Zhytomyr region — 53
- Ivano-Frankivsk region — 48
Where the number of companies decreased
At the same time, the number of companies decreased in 19 regions.
The largest outflow of businesses was recorded:
- in Kyiv — minus 793 companies
- in Donetsk region — minus 155
- in Dnipropetrovsk region — minus 152
- in Volyn region — minus 101
- in Luhansk region — minus 85
Large companies are also changing their registration
Among the large companies that changed their place of registration in 2025:
- ZE.TEK (UAH 14.17 billion in revenue) — moved from Kyiv to Rivne region
- DTEK Kurakhivska TPP — from Donetsk region to Zaporizhzhia region
- Ukravia Systems, Mit Prom, Stillaqua, Busk Canning Plant, and Jacobs Douwe Egberts Ukraine — mostly chose Kyiv as their new address.
Experts note that business relocation remains an important tool for adapting the economy to wartime conditions and changes in logistics.
