Where to invest in Bukovel: investment projects, risks and opportunities

Kyiv hosted a business discussion organized by the online media outlet "Komersant Ukrainian" on the topic of “Bukovel as an investment magnet: has the last train left the station?”

The participants – representatives of the government, business and investors – discussed whether it is worth investing in the Ukrainian resort today, how profitable it is and whether the resort really attracts tourists all year round.

Ivano-Frankivsk region is in the top five in terms of the number of individual entrepreneurs in construction

Anna-Maria Padlevska, manager of the YouControl analytical system, emphasized that the region is consistently among the top 5 regions in terms of the number of entrepreneurs in the construction industry.

“Investment in the construction sector, in particular, is important in the recovery,” she emphasized.

According to her, it is small entrepreneurs who often meet local needs – they build hotels, apartments, and carry out repair projects. Therefore, their activity is a real indicator of the economic life of the region, even in wartime.


“After the war, Bukovel will become an international resort,” Head of the State Inspectorate of Architecture and Construction

Head of the State Inspectorate of Architecture and Urban Planning of Ukraine (SIAP) Oleksandr Novytskyi emphasized that Bukovel’s development is impossible without trust between business and the state.

“Polyanitsa has delegated authority to issue permits and control construction. And we, as the central authority, are responsible for transparency and supervision. We see how trust is growing after the introduction of digital procedures. Businesses are coming out of the shadows, legalizing facilities, and obtaining permits. This is a signal that when the rules are equal, the system works,” he said.

Novitsky is also convinced that after the victory, the tourism and recreational infrastructure will become one of the drivers of economic recovery:

“Bukovel’s potential is far from being exhausted. After the war, it will become not only a Ukrainian but also an international tourism center. And our task is to create a predictable environment for investors, where the rules are clear and equal for everyone,” added the head of the DIAA.



Foreigners are already on their way

Answering the question of the discussion about the prospects for tourism in western Ukraine after the end of the war, Vasyl Krulko, co-founder of Apartel Resorts, expressed confidence that, in addition to Ukrainian tourists, our locations will attract foreign tourists.

We are already working in this direction: our marketing department is focused on Poland, Romania, Slovakia, and Hungary. We are already starting to run ads and create websites in their languages to promote the Ukrainian product. By the way, we are already experiencing an influx of tourists from Europe. They are pleasantly surprised by the level of service and hotel infrastructure that is now available in Ukraine. Therefore, there will be no problems with this,” the businessman is convinced.

Vasyl Krulko generally expressed confidence that there is no better country for investment than Ukraine today. And the hotel sector is no exception.

Bukovel is a paradise for investors

Alina Levkovych, Commercial Director of Ribas Hotels Group, whose flagship is the management company Ribas Management, said that they currently have 55 hotels under design, management, and construction. And their company’s share of the Ukrainian market is 17%, if we count the number of hotels. Levkovych cited real-life examples of the company’s work that demonstrate the success and high profitability of hotels in western Ukraine, and as for the challenges, she called the lack of staff the key one.

According to her, due to the already high competition in the western regions between tourist locations, it is currently difficult to find qualified personnel in sufficient numbers. That’s why Ribas has launched investment projects to build staff housing, particularly in the center of Bukovel.

Figures that motivate business

Ihor Myronenko, CEO of Forrest Resort & SPA , announced one of the largest hotel projects in Bukovel – an international-level apart-hotel with an area of more than 42 thousand square meters. This is a new project that is at the start of its implementation.

So, answering the questions of the discussion, the company explained why it is investing in the Ukrainian mountains.

More than UAH 50 million was invested in Bukovel in 2023-2024, including roads, communications, and services. The occupancy rate of the resort’s hotels reaches 65-70%, which is the same as in the best European resorts,” Myronenko said, emphasizing that such data attracts systemic investors in large projects.

He also emphasized that Bukovel is becoming a center of health and medical tourism, where the military is already actively undergoing rehabilitation, noting that the need for such a function of the resort will continue for a long time after the war.

New plans for Bukovel: inclusivity, education and year-round recreation

Bogdan Krasavtsev, Head of the Bukovel Sustainability Office, spoke about the resort’s plans for further development.

“In 2026, we will start a large-scale reconstruction of the central square of the resort to make it even more attractive to tourists,” he said.

“Bukovel also focuses on inclusiveness. We also plan to develop the educational infrastructure: a private school, kindergartens, clubs, greenery and scientific initiatives.


“If there is a desire to invest, we are open,” Krasavtsev addressed business representatives.


The Bukovel of the future

The resort in the heart of the Carpathians is no longer just about skiing. Ukrainian tourists agree with this, and business emphasizes it, creating new locations and opportunities for high-quality all-season recreation. Judging by the discussion, neither the government nor the private sector has any doubt that Bukovel is only increasing its investment attractiveness and will continue to do so after the war.
