Buying a used car will become easier: new rules from the Government

The rules for selling used cars are changing in Ukraine. From now on, car dealerships do not need to register a car before reselling it. This is provided for by Cabinet of Ministers Resolution No. 963 of August 13, 2025, which updates the procedure for wholesale and retail trade in vehicles, "Komersant Ukrainian" reports.

This is a revolutionary change that opens up access to the donated car market for legal car dealerships.

What will change in the used car market

Previously, car dealerships had to register a used car in their own name at the dealership and service center, and then deregister it after the sale. This created additional risks, including the seizure of vehicles by the military, especially after a full-scale war. Now, dealerships can sell cars as commodities without the need to register them for themselves. Information on the receipt, sale, and issuance of transit numbers will be recorded in a new electronic database.

The dealerships will pay taxes on the difference between the purchase and sale prices. This means additional budget revenues.

What to expect in the used car market

Authorized dealers are expected to become more active in the secondary market. While their share used to be no more than 1-1.5%, analysts now predict that it will grow to at least 10% in the coming months. At the same time, according to market players, this may provoke a redistribution of customers from gray marketplaces and resellers to legal players.

Dealerships will now be able to sell both new and used cars without bureaucratic burdens. This is a game changer.

New opportunities for buyers and sellers

Sellers have a chance to sell cars quickly and without unnecessary risks. This is especially true for those who urgently need money or want to upgrade their vehicles. For buyers, it means guarantees, technical inspection from the dealership, and a lower risk of fraud. Most dealerships will probably start giving at least a minimum warranty on the condition of the car.

According to experts, competition for popular models in good condition will increase in the near future. This may have a positive impact on the price that owners will receive when selling. At the same time, car dealerships are not yet known for their generosity: their price tags are often lower than the market.

If car dealerships do not revise their approaches to car valuation, some customers will continue to choose to sell their cars independently or through resellers.
