Kyiv is looking for a way out of Wojciechowski’s “long-term construction projects”: what the mayor’s office says

Kyiv may legalize some of the scandalous long-term construction projects of developer Anatoliy Voitsekhovsky – residential complexes Posolsky, Kuzminsky, Kuzminsky 2, Zatyshny and Youth Initiative (Park Hills). This was reported by Kyiv City Council deputy Oleksandr Brodsky, "Komersant Ukrainian" reports.
According to him, the city authorities plan to reconstruct engineering networks in the neighborhood between Igor Sikorsky, Zhambyl Zhabayev, Rudansky, Novoukrainska and Magistralna streets. This will allow the houses to be connected to utilities such as water, electricity and sewerage and pave the way for their commissioning.
What is the essence of the problem
Anatoliy Voitsekhovsky is one of the most famous illegal developers in the capital. His companies have built dozens of residential complexes without permits, projects, or expertise. Some of them were built on land not intended for construction.
People who have invested in apartments have become hostages: about 15,000 investors have been unable to register their ownership or receive full utilities for years. Many live in houses with temporary connections, which creates a danger.
What the city offers
The new reconstruction project includes
- laying new water mains with a diameter of 300 mm;
- renovation of sewage collectors;
- connecting about 50 thousand residents of the district to stable communications;
- completion of the works by 2028.
In fact, this means that after the modernization, technical conditions will be in place to legalize at least five long-term construction projects.
If the mayor’s office fulfills the plan, residents will be able to obtain housing documents and legally connect to the city’s networks.
However, the legal status of the buildings remains unclear. According to media reports, Wojciechowski himself is currently on the wanted list – the Pechersk District Court arrested him on suspicion of organizing more than 40 illegal construction projects in Kyiv.

Now, for the first time in many years, the city authorities are relying on an infrastructure approach – not to solve the problem on a piecemeal basis, but to create the conditions to bring these buildings out of the shadows in the future.
