Kyiv opens summer terrace season: restaurants allowed to operate from March 15

In Kyiv, entrepreneurs were allowed to start operating summer terraces near catering establishments from March 15. The relevant decision was made by the commission on the placement of temporary structures.

This was reported by the Kyiv City Council, according to "Komersant Ukrainian".

Why the season is starting earlier

The decision was made after an appeal from the Ukrainian Restaurant Association, which asked to allow restaurants and cafes to open outdoor terraces earlier than the usual season.

City officials explained that this should help businesses operate more actively in the spring and attract visitors.

Which venues are allowed

This only applies to simplified summer terraces.

Establishments may install:

  • tables
  • chairs
  • other outdoor furniture for visitors.

At the same time, the authorities emphasize that the new decision does not allow the installation of additional structures that could alter the urban space.

What remains prohibited

In particular, this does not apply to the installation of:

  • platforms
  • fences
  • canopies
  • other stationary elements.

This approach, as explained by the Kyiv Department of Territorial Control, is intended to ensure minimal interference with the urban environment.

Inspections in the restaurant sector

At the same time, the state is tightening control over the restaurant business.

According to the State Tax Service of Ukraine, in 2025, almost 400 cases of informal employment were detected in the industry.

The restaurant market is recovering

Despite the inspections, the restaurant sector is showing growth.

For example, McDonald’s reported that in 2025:

  • the number of its customers in Ukraine increased by 17%,
  • tax deductions to the budget increased by 34.6% and reached UAH 3.5 billion.
