Kyiv has launched online applications for assistance to owners of destroyed housing: how to apply

5 November 2025 19:32

Kyiv residents whose homes have been destroyed or severely damaged as a result of the war can now apply for a monthly allowance of UAH 20,000 through the Kyiv Services Portal.
This is the first municipal support program to be fully transferred online, according to the Kyiv City State Administration (KCSA), "Komersant Ukrainian" reports.

How it works

An application can be made remotely – without visiting the ASC. To do this, you need to upload documents confirming the ownership and the fact of housing destruction.
The following persons are eligible for assistance:

  • owners or co-owners of apartments or houses in Kyiv,
  • if the housing is destroyed or uninhabitable,
  • and if they have no other housing to live in.

A legal representative or authorized person can also apply.

Why is it needed

The purpose of the service is to simplify access to financial assistance for people who have been forced to leave their homes because of the war.
This is only the first stage of digitalization of urban recovery programs. The KCSA emphasizes that two other programs to support affected residents of the capital will be digitized in the near future.

Earlier, Ukraine improved the mechanism for applying for compensation under the state program “eRestoration ” – now you can reapply in case of repeated damage to your home.
The launch of the Kyiv online service is a continuation of the nationwide policy of digitalizing the procedures for assisting war victims.
