Kyivstar acquires Tabletki.ua: AMCU approves deal and sets conditions

The Antimonopoly Committee of Ukraine has granted permission to the country’s largest mobile operator, Kyivstar, to acquire the drug search and booking service Tabletki.ua. This was reported by the AMCU press service, according to "Komersant Ukrainian".
The AMCU twice rejected Kyivstar’s applications to purchase Tabletki.ua.
The operator submitted its first application in November 2024, but the regulator rejected it because it did not meet the requirements of the regulations on the procedure for considering applications and cases concerning the concentration of business entities.
Kyivstar appealed to the committee a second time in February 2025, but the application was also rejected. In July 2025, the company submitted a third application.
What exactly did the AMCU allow?
According to the committee’s decision, Kyivstar PJSC received permission to acquire control over MTPC LLC, the operator of the Tabletki.ua platform.
The regulator approved the concentration but required the operator to fulfill a number of conditions to avoid risks to competition and personal data protection.
What obligations did Kyivstar undertake?
Earlier, the AMCU announced that Kyivstar had agreed to comply with the following requirements:
- in the event of the creation of new analytical products, marketing services, or reports, to provide access to them to participants in the healthcare, pharmaceutical, and insurance markets;
- prices for access to Tabletki.ua must not exceed the level that would be possible under conditions of significant competition;
- the collection and use of personal data of Tabletki.ua and Helsi users will be carried out exclusively with the informed consent of users;
- refusal of extended data processing parameters will not restrict access to platforms;
- the personal data of Tabletki.ua and Helsi users will not be combined without separate consent;
The mobile operator acquired the Helsi medical service in 2022-2025 and closed a deal with the online taxi service Uklon in April last year.
Additional obligations regarding transparency and data processing options
The AMCU decision separately specifies in detail the requirements for informing users and the mechanisms for choosing personal data processing that Kyivstar must implement within six months from the date of the concentration.
In particular, the company is required to:
- implement a clear mechanism for informing users about the use of advertising or behavioral tracking technologies and the creation of advertising or marketing profiles, specifying the purpose of such processing and possible third-party access to the data;
- provide users with a real and technically accessible choice of personal data processing parameters, namely the ability to:
- agree only to the mandatory settings necessary for the provision of services;
- agree to extended settings, in particular for informational and marketing purposes;
- agree to the use of all parameters processed by the platform, including the transfer of data for integration between the Tabletki.ua and Helsi platforms;
- completely refuse to use all data processing parameters.
The AMCU emphasizes that the relevant information must be visually noticeable, understandable, and legible, and must be displayed during the user’s first interaction with the Tabletki.ua and Helsi platforms, to the extent that this is technically possible.
The selection mechanisms must be implemented through:
- user account settings;
- other interface control tools;
- channels provided for in the privacy policies of each platform,
taking into account the requirements of the legislation and rules of the relevant digital environments, including web versions and mobile applications.
In addition, Kyivstar is obliged to:
- update the Notice on the processing of personal data on the Tabletki.ua and Helsi platforms, taking into account the new requirements for advertising and behavioral tracking;
- provide a transparent explanation of how users can select data processing options;
- place links to the updated notices on the processing of personal data on the home pages of both platforms in all technically accessible environments — web, mobile versions, and applications.
What is known about Tabletki.ua
Tabletki.ua is a website and mobile application for searching and reserving medicines in specific pharmacies.
According to YouControl, the owners of MTPC LLC are:
- Oleksandr Muravshchitsky — 23%;
- Natalia Muravshchitskaya — 23%;
- Yevhen Muravshchitsky — 10%;
- Yuriy Savin — 20%;
- Volodymyr Osmachko — 15%;
- Vadym Rohatynskyi — 9%.
Kyivstar is the largest electronic communications operator in Ukraine. As of September 2024, the company served approximately 23.3 million mobile subscribers and over 1.1 million home Internet users.
The operator has been working in the Ukrainian market for over 27 years. Its shareholder is the international group VEON, whose shares are listed on NASDAQ.
At the end of 2025, Kyivstar showed a 24–26% increase in revenue and EBITDA.
